General Information
The organisation
Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.

The association leads, on average, 190 projects each year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.

Thus, PUI has been implementing three Mobile Health Teams providing primary health care and psychosocial support in Benghazi city and performed rehabilitation and restoration of 1 health care clinic.
PUI is now scaling up its intervention with the deployment of a new MHT in Great Benghazi. PUI will also start an exploratory mission (multi sectorial assessment) in Southeast of Libya where only few humanitarian actors are present while serious humanitarian needs remain uncovered. In addition, PUI is starting to intervene in Migrant’s Detention Centre where Rehabilitation (WASH) and health activities will be implemented. Finally, PUI planned 10 small rehabilitation projects in Benghazi area in 2018.
Job Description
Overall objective
Under the supervision of the Logistics Supply Officer, the Purchaser contributes to all logistic activities linked to supply at base level in compliance with PUI procedures and donors’ guidelines.
Tasks and Responsibilities
 Supply of all items required by the authorized staff of the base, in compliance with PUI procurement and storage procedures
 Capitalization of all documents related to the procurement
 Ensure a good documentation follow-up and archiving
Specific Goals and Related Activities
1. PROCUREMENT
 To supply all items required by the authorized staff of the base, in compliance with PUI procurement procedures
 To be in direct collaboration with the suppliers regarding quotation, negotiation, purchase, delivery of goods and services.
 Ensure that relationships with suppliers are monitored
 To provide feedbacks and guidance to the Logistics Supply Officer regarding suppliers and prices.
 To fill documentation related to the purchases following PUI procedures and guidelines.
 Contribute to apply and respect the donors’ and PUI’s procurement procedures
 To collaborate with admin department regarding payment of suppliers and management of operating cash advances as per PUI Procurement and Finance Guidelines
 To verify, update and archive all purchase files including translation in English of all procurement documents
 To capitalize on the supply work done through markets studies, editing of catalogs, and other tools if necessary.
2. DOCUMENTATION, AND REPORTING
 Ensure a good documentation follow-up and archiving
 Ensure a regular communication with the Logistics Supply Officer

In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of patients

NB: This job description may be subject to modifications in the future, depending on the evolution of the activities. These modifications will then be defined and discussed between the Collaborator and PUI





Required Profile (ESSENTIAL):
TRAINING: Logistics Diploma or Training.
PROFESSIONAL EXPERIENCE: Technical.

KNOWLEDGE AND SKILLS: Procurement management.

LANGUAGES: English, and Arabic

SOFTWARE: Pack Office



Required Profile (DESIRABLE):
TRAINING: -PUI procedures knowledge
PROFESSIONAL EXPERIENCE: -Humanitarian, International

KNOWLEDGE AND SKILLS: - Knowledge of procedure of institutional donors (UE, OFDA, ECHO, UN agencies ...)
