مهندس حقل - بنغازي Field Engineer - Benghazi

Overview of position
Established in 1951, Our client is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. The client is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.
Role objectives Under overall guidance of the Program Manager, and the direct supervision of the Senior Field Engineer and in close collaboration with the Resources Management Office of the Client in/Libya mission, the incumbent will be responsible for the implementation of all construction projects in Technical cooperation activities for the coast Guard and Directorate for Combating Illegal Migration officers in Libya. Activities will include providing technical advice and assessment, coordination, responding to the needs of the program, both large scale and high visibility and small scale infrastructure projects throughout the agreed geographical area.


Expected output

1. Assist in reviewing and evaluate technical design, architectural and structural drawing works, bills of quantities (BOQ) and material specifications lists prepared by the field engineers and identify basic and/or special project needs.
2. Assist in providing pricing to BOQs and other technical documentation relating to infrastructure programming.
3. Support the project staff in Benghazi and other areas on activities related to the BOQs and tendering construction projects.
4. Assist in identifying appropriate mechanisms to adapt procurement policies and to tender bids to contractors or local labour.
5. In coordination with procurement staff, participate in bid opening ceremonies in the provinces and advise the tender committee and CCI team in the field.
6. In coordination with the procurement department, assist in negotiating contracts with contractors.
7. Under the guidance of the project management and procurement staff, track and assess technical progress of infrastructure projects vis-à-vis work plan and schedule.
8. Provide regular daily update regarding the progress of the activities at designated disembarkation areas and migrants detention centres.
9. Provide regular reports regarding the status of projects, both technically and financially.
10. In collaboration with project and procurement staff, be able to identify early warning signals for potential work adjustments and/or contract variations.
11. Assist in conducting market survey of construction materials at provincial level and gather information on market conditions.
12. Perform such other duties as may be assigned.

V. EDUCATION AND EXPERIENCE

University degree in engineering and extensive experience in post conflict environments, including management of infrastructure projects. A minimum of 4 years’ experience in the field of infrastructure planning and construction.
