Background on Cesvi:
Cesvi is a non-governmental, international humanitarian organization working for global solidarity in 30 countries throughout the world. Cesvi has been working in Western and Eastern Libya, with support from international donors and cooperating with local counterparts, since March 2011 in the following sectors: i) Protection related issues ii) humanitarian assistance iii) civil society support iv) refugees, asylum seekers and migrants program v) capacity building
Background on the project
The project “Life Saving Assistance to refugees and asylum seekers in Libya” funded by UNHCR, intends to promote a favorable protection environment for refugees, asylum seekers and irregular migrants in both Western and Eastern Libya through protection monitoring, provision of psychosocial assistance, and management of a Social Centre. Cesvi Outreach Monitoring Officer will work, in compliance with Cesvi policies and Code of Conduct, closely with Persons of Concern, mainly refugees, asylum seekers and their families. She will be in charge of conducting monitoring visits, assessing the protection situation of refugees, asylum seekers and irregular migrants in Tripoli and surrounding areas. The Outreach Officer will also be the focal point for community events.



Specific tasks and responsibilities:




Supervise and monitor the implementation of Case Management, awareness sessions and life skills activities;


Provide the team with technical guidance, capacity building and direction for effective planning, implementation and monitoring of the activities;


Liaise with social worker, psychologist, teachers and other staff at Social Center to implement a shared plan and address identified needs;


Contribute in designing life skills activities and awareness sessions;




Drafting and submitting regular reports to Project Manager;


Updating relevant databases and tools included GBVIMS;




Observe and respect GBV Standard Operating Procedures (SoPs);


Respect Cesvi’s Standard Operating Procedures and Code of Conduct for the Confidentiality and the Prevention of Sexual Harassment;


Participate at GBV Working Groups, team meetings and trainings;


Represent Cesvi in a professional manner in meetings and ensure effective cooperation with local partners and other relevant actors;


Coordinate with other relevant stakeholders in order to ensure coordination, implementation of common standards in the field and consideration of protection issues;


Fulfil any additional tasks as requested by the Project Manager.

Minimum requirements:



University degree in psychology, social work, social administration, social sciences, development studies, or a relevant field.



At least 1 year experience with UN or Non‐Governmental organizations



Experience in handling cases is an asset.



Trainings in child protection and/or GBV minimum standards and gender mainstreaming are an asset.



Good understanding of Protection Principles and Case Management standards



Good command of written and spoken English.



Good communication skills and ability to conduct training and awareness campaigns



Good computer skills especially Microsoft packages.



Good organizational and management skills.



Ability to work with minimum supervision
