GIZ (Web Developer & Designer Expert)
Duty Station : Tripoli, Libya
Type of Appointment : Short term contract – 34 days.
Estimated Start Date : As soon as possible in October 2018.
Closing Date : 25 September 2018
Context:

The SLEIDSE Project financed by the European Union and implemented jointly by Expertise France and GIZ aims at strengthening the capacities of Libyan Chambers of Commerce (CoC) in terms of new and better business support services and events for their enterprise members.
Four* major Pilot Chambers of Commerce across the Libyan territory, out of 14, were selected to benefit from tailor made capacity building (*Benghazi, Misrata, Sebah, Tripoli) together with the General Libyan Union of Chambers of Commerce.
Following to a comprehensive assessment, “Corporate Communication” was identified as key challenge facing Chambers of Commerce and the Union, calling for strong enhancement if SLEIDSE’s objective for Chambers of Commerce is to be achieved.
Under the overall supervision of the Project team leader, the successful candidate will be responsible for developing communication strategy for 4 Chambers of Commerce across the Libyan territory with the General Libyan Union of Chambers of Commerce (GLUC).
Assignment deliverables:

 New / Optimized Web based communication tools are articulated with the communication strategies and action plans
 All CoC and GLUC staff have fully operational streamlined professional email addresses
 Each CoC and GLUC websites are revamped, streamlined and updated
 Each CoC and GLUC Facebook pages and other social media accounts are revamped, streamlined and updated
 Each CoC and GLUC have a common tailor-made application (to be determined by the 2 experts) for real time interaction and requests processing with their enterprise members (CoC) and CoC network (GLUC)
 Mission report (by each of the short-term experts)

Required Qualifications and Experience:
• University degree in IT sciences
• Minimum 3 to 5 years of professional experience in designing, developing, optimizing and maintaining corporate IT systems, websites, email addresses/accounts, and mobile applications (android & apple) in Libya
• Experience in training people in the maintenance of the above-mentioned IT tools.
• Knowledge and understanding of the Libyan media, business community, Chambers of Commerce and public administrations, and of their potential IT needs and constraints .
• Very strong organisational, synthesis and coordination competencies
• Excellent diplomatic skills, strong personal resolve and results oriented
• Native Arabic speaking & Fluency in English
• Teamwork – able to work with corporate communication expert.
• Ability to travel within Libya (when security permit) and to Tunisia, and to work with people from Benghazi, Misrata, Sebah and Tripoli
