IFES has worked in Libya since 2012 in support of the democratic transition following the revolution in 2011. IFES has longstanding partnerships with the main institutions involved in elections in Libya – including the High National Elections Commission (HNEC), the Central Committee for Municipal Council Elections (CCMCE), the Libyan Judiciary, and Civil Society.
 
Introduction/Background
 
It is anticipated that Libya will hold one or more national elections within the next 12 months as part of its ongoing political transition. The HNEC will be required to plan for and administer these elections in a challenging security and political environment, with potentially short lead times, and with limited resources.
 
An important part of HNEC’s mandate is to ensure that the public is adequately informed about electoral processes. Public outreach and awareness raising are therefore key areas of activities aimed at ensuring a high level of participation and the legitimacy of the elections.
 
To support HNEC’s efforts to raise awareness about elections and public knowledge about mechanisms for participation, IFES is looking to contract a Public Outreach Advisor for a limited period. While contracted with IFES, the Advisor will work closely with the HNEC team within the HNEC Outreach Department to support the conceptualization, planning, execution and reporting of national outreach activities.
 
The Advisor will also work closely with the HNEC leadership to provide input to the design and management of outreach activities in order to ensure responsiveness to evolving needs and priorities.
 
The Advisor will be hired on a fixed-period long-term consultancy contract with IFES based in Tripoli. The daily workplace will be the HNEC office in Tripoli.
 
Job Description
 
The Public Outreach Advisor will:

Provide technical assistance to the HNEC to conceptualize, plan, execute and report on public outreach activities;
Support the design and development of voter education messaging informing all voters – including women, youth, persons with disabilities and ethnic minorities – of their political and electoral rights, and encourage them to participate in the elections;
Participate in the implementation of HNEC activities aimed at increasing the level of information of voters, including young people; women; illiterate persons, and individuals with low reading proficiency; and strengthen civic education of citizens;
Build the capacity of HNEC public outreach staff in the area of public awareness of electoral matters in order to encourage voter participation;
Develop educational materials, including visual aids such as posters, and audio-visual segments for TV and radio;
Prepare bi-weekly reports of activities carried out to IFES;
Produce final report – including activities carried out and results achieved.

 
Minimum Qualifications

Graduate degree in communication, public relations, marketing or other relevant field.
Proven experience working in electoral communication, civic education and voter information.
Proven experience in providing assistance to institutions responsible for public communication and outreach.
Proven experience in managing public outreach operations – including team management.
Experience in the organization of elections at the national level is an asset.
Excellent writing skills
Excellent command of Arabic; English skills would be an asset.
