JPT PROCUREMENT MANAGER (IRC208829)
We are currently recruiting a JPT Procurement Manager for our activities in North Africa to manage the entire contracting and purchasing process for project materials, equipment, engineering Know-how and professional services.
The key responsibilities are:
To ensure that the project maximises value and minimises commercial risk through the procurement activities.
To ensure the project plans with the Technical Units, in line with the Project Master Plan, and operates in compliance.
To plan, direct and coordinator the Project Procurement activities.
To contributes in identifying and implementing areas, project long-lead and critical items as well as contracting/purchasing strategy.
To ensure that the procurement activities are performed in accordance with “local content requirements” and liaises with the local authorities.
To develop and administer project vendor list, prepare bid package, in consultation with the Technical Units, coordinates all clarifications/questions during the bidding phase, organize bid evaluation and clarification.
To apply value analysis, life-cycle and benchmarking techniques.
To prepare the recommendation for the placement of the Purchase order/contract.
To participate in Procurement Committee/Tender Board, as required.
To oversee contract management activities to ensure that the contract execution matches Project objectives.
To manage project spare-parts and project surplus material.
To ensure project expediting, inspection, testing, customs clearance and transportation activities.
To ensure the consolidation of the overall project procurement systematic reporting.
To act in compliance with code of ethics, SOA and model 231.
To comply with the Health, Safety and Environmental legislation of the Country, to comply with the different HSE Policies of Eni North Africa by applying the HSE requirements of the Management System Guideline HSE and our HSE Integrated Management System. Report and encourage the reporting of any unsafe condition, unsafe act, near-miss of accident related to HSE. To ensure that your colleagues and your subordinates adopt the right HSE behaviour

Skills
Strong knowledge of MS Office, including Word, Excel, PowerPoint and Outlook.
Strong knowledge of procurement policies and procedures
Requirements
Engineering degree
Extensive experience working within the area in the Oil & Gas Industry.
Extensive experience of procurement.
Extensive experience overseas
