HR Assistant - International Rescue Committee



Background/IRC Summary: The International Rescue Committee responds to the world’s worst humanitarian crises and helps people to survive and rebuild their lives. CONTEXTUAL BACKGROUND
The humanitarian situation in Libya has deteriorated since the 2014 civil war. According to the United Nations Humanitarian Response Plan for 2017, 1.3 million people require urgent health assistance, including an estimated 700,000 IDPs and 1 million refugees and migrants. In response, the IRC launched an emergency program in September 2016 in Libya that provided medical care, medicines, and medical supplies in hospitals and primary health care centers (PHCCs). At present, the IRC is conducting these activities in Misrata, and planning to expand its operations into Sirte and Tripoli. The IRC envisages a humanitarian program in Libya targeting refugees, migrants and other war affected populations, with interventions designed to save lives and relieve humanitarian suffering, with a focus on health care and protection services.
Job Overview/Summary:
The HR Assistant will be responsible of providing support to the Recruitment team; she/he will be in charge of various administrative tasks, providing her input to ensure everything is submitted on time.

Major Responsibilities:
• Apply IRC HR policies and procedures.
• Support the recruitment cycle on all its levels.
• Post vacancies online.
• Schedule interviews for the candidates with the hiring managers and the technical interviewers.
• Assist and provide support with the screening and the initial interviews.
• Checking reference for the chosen candidates.
• Send rejection letters for unsuccessful applicants.
• Follow-up and guarantee that recruitment documents are administrated with appropriate quality.
• Maintain the confidentiality of all sensitive HR information at all times.
• Show flexibility is supporting other field offices when necessary.

Job Requirements:
• University Degree or on-going, preferably in management, human resources, administration or related fields.
• At least 1 year of professional experience.
• Strong ability to work independently, organize work, meet deadlines, maintain composure, prioritize work under pressure, coordinate multiple tasks and maintain attention to detail
• Strong sense of personal integrity.
• Personal qualities: Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure well.
• Fluency in Arabic and English, both written and oral
