Overview of position
The UNDP Strategic Plan 2018-2021 embraces the complexity of development and commits the organization to helping countries find faster, more durable solutions to achieve Agenda 2030. Important development trends like urbanization, climate change, conflict crisis and rising inequalities pose significant challenges on our path to achieve the Sustainable Development Goals (SDGs).
UNDP incubates several strategic initiatives aimed at ensuring UNDP is ‘fit for purpose’ to deliver a new generation of solutions in line with the challenges the world faces. One such key strategic initiatives is the Global Accelerator Lab Network. The initiative is a recognition that increasingly interrelated development challenges require doing “business as un-usual” overcoming single point, linear and silver bullet responses in development. Instead, they call for an interdisciplinary approach and non-linear solutions, crowded in collective efforts of diversified partners. This, while tapping into local insights and up taking the knowledge of people closest to the problem and the solutions.
The Accelerator Labs are UNDP’s new way of working in development. Together with our core partners, the State of Qatar and the Federal Republic of Germany, 60 labs serving 78 countries will work together with national and global partners to find radically new approaches that fit the complexity of current development challenges.
The labs will transform our collective approach by introducing new services, backed by evidence and practice, and by accelerating the testing and dissemination of solutions within and across countries. Sense-making, collective intelligence, solutions mapping, and experimentation will be part of the new offer from UNDP to governments.
Together with partners, the Labs will analyze challenges within local contexts to identify connections and patterns in search of new avenues of work to act effectively in addressing wicked development challenges. https://acceleratorlabs.undp.org/
Role objectives
Under this assignment, the consultant will prepare an Ecosystem Mapping of Libya. Under the supervision of the UNDP Libya Accelerator Lab Team the consultant will:
Prepare a workplan to be discussed and approved by UNDP Libya Accelerator Lab Team, including the design of specific field research and participatory methods.
Do the ecosystem mapping, which should include:
Identification of innovation players in the country (in all areas and as much as possible, representing different ethnic groups)
Examples of innovation cases in Libya: identification of innovation initiatives, from private to public ones, from individual to group, NGOs, private companies, government, universities, think tanks, and Libyan grassroots ( small businesses, farmers, etc
Identify local proved and potential solutions. Documenting them for potential replication.
Specific details on Where is innovation happening? how it is communicated?, what channels are used? What are the results?.
Systematized information (mapping matrix) providing details addressing who, what, when, where, and how triggering questions.
Examples of innovation benefitting the most disadvantaged groups Recommendations for innovation initiatives in Libya based on the mapping.
Project reporting
Reporting to the project manager.
Key competencies
• At least Bachelor’s degree in Anthropology, Sociology, Behavioral psychology, Design, Communications or related field and minimum of 4 years of professional experience in collecting high quality information; social innovation; engagement (public and private sector).
Team management
This role doesn’t require management field.

Results and Deliverables:
The consultant should provide a mapping, as detailed as possible, of innovation happening in Libya.
The specific deliverables will include:
Workplan (it will need to be approved by the UNDP Libya Accelerator Lab Team)
Report Ecosystem Mapping in Libya
Mapping matrix with the Ecosystem mapping including who, what, when, where, and how
Documented catalogue of innovation cases in Libya, including those favoring disadvantaged population groups.
Set of recommendations for innovation initiatives in Libya based in the mapping.
Duty Station and management arrangements:
The expert will be based in Libya and must ensure to map innovation in all Libya, including the most excluded zones and disadvantaged population groups.

Payment and approvals
Under the supervision of the UNDP Libya Accelerator Lab Team, the consultant will do the Ecosystem mapping for innovation in Libya.
22 working days
Payment will be made upon submission and approval of final report.
The consultant must send the draft work plan (after 2 working days), the draft report (after 14 working days) and the final deliverables at the end of the consultancy
Required Skills and Experience:
Demonstrated ability to undertake field research in remote communities and document ethnographic evidence and honor expertise in usual places.
Proven experience of working with participatory methods.
Proven experience in the innovation sector in Libya
Experience in following areas is desirable but not necessary:
Professional experience in development programming or policy and social innovation.
Proven professional knowledge and experience in approaches such as Ethnography, behavioral insights, qualitative and quantitative user research, service journeys or human centered design.
