Context:
Under the overall guidance of the Deputy COM and the direct supervision of the Protection Coordinator, and in close coordination with other relevant units of the programme, the incumbent will provide specialized assistance to the planning, coordination, implementation, and monitoring of IOM Libya protection activities. The incumbent will be based in Tripoli with travels to other areas of responsibility throughout the country.
Core Functions / Responsibilities:
- Direct supervision and Team leader for the IOM Libya case workers based in Tripoli;
- Distribute tasks among the case workers, set work-plans and follow up on their performance, plan their daily visits to urban areas and detention centers, review and assign cases, liaise with senior protection colleagues for advice on complicated cases, coordinate closely with VHR colleagues on migrants wishing to return home;
- Review vulnerability assessments of migrants in and outside detention centers, oversee referral of cases to relevant partner organizations and international organizations for appropriate follow-up and/or to other units within IOM for their respective follow-up, assist in identifying the urgent protection needs and possible solutions;
- Supervise case workers, performing regular employee performance assessments, providing guidance and mentoring, and organizing logistical arrangements for the team;
- Ensure protection mainstreaming into projects of other departments within IOM Libya;
- Coordinate with IOM focal points in Countries of Origin (CoO) and liaise with embassies and governments, in order to ensure provision of targeted assistance to migrants returning home;
- Coordinate closely with the data management protection assistant in the maintenance of all protection-related case-management records and files; provide statistics and data analysis as required;
- Work closely with the Protection Officer on establishing guidelines and standard operating procedures (SOPs) for case management and to improve the workflow of the unit
- Provide specialized assistance in the planning and implementation of protection activities, collaborating constructively with the Protection Officer in carrying out financial, administrative and technical aspects in line with IOM’s policies and procedures, as well as donor requirements; draft project documents, letters, reports and other products as required;
- Assist the Protection Officer with logistical arrangements of meetings, trainings, workshops and other events; co-facilitate training sessions in Libya and Tunisia.
- Undertake regular protection monitoring visits to detention centers and other places where migrants reside, prepare protection assessment reports;
- Liaise with the Libyan Directorate for Combatting Illegal Migration (DCIM) and other authorities and humanitarian partners on issues concerning migrants such as detention, medical needs etc.

Required Qualifications and Experience
Education
- High School degree with six years of relevant professional experience or;
- Bachelor degree from an accredited academic institution in Political or Social Sciences, Development Studies, Human Rights, International Relations or Law, or other relevant field with four years of professional experience.
Experience
- Three years of experience in the field of migration and assistance to migrants with a Government or UN agency, or a regional or international organization in the Middle East and/or North Africa.
- Effective organizational skills and ability to establish priorities and plans, ability to work under pressure and cope with deadlines; traded problem solving attitude and skills;
- Good written and spoken communications skills, good interpersonal skills, ability to work in a multi-cultural environment;
- Good knowledge of MS Office applications .e.g. Excel, Word, Outlook, etc.
Languages
- Fluent English.
- Working knowledge of French is an advantage.
