The organisation
Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency. The association leads in average 200 projects by year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 7 million people in 22 countries – in Africa, Asia, Middle East, Eastern Europe and France.
PUI Libya mission started implementing operations in East of Libya (Benghazi area) in 2017 and developed an emergency health response that provides primary health care services to the most vulnerable population. PUI’s intervention focuses on health care through the deployment of Mobile Health Teams (MHT) delivering direct services to internal displaced populations and their host communities, migrants, refugees and asylum seekers. PUI Health intervention consists of general practitioners consultations, adequate treatment provision, sexual and reproductive health services, integrated management of Childhood Illness, psychosocial support interventions. Furthermore, PUI is reinforcing sensitization, communication and prevention on health and hygiene related topics within the communities. In 2019, PUI Benghazi office is starting a new project called Evidence Based NCD care, a model for PHC in Libya with the objective to enhance access to Non Communicable Disease health services in the PHC level in the target area. The project includes 2 health facilities and 2,000 patients will benefit from the services.

Job description
Overall purpose
Under the supervision of the PUI Pharmacist, the storekeeper ensures a proper pharmaceutical goods management (storage, inventory, distribution) of his/her pharmacy and an adequate supply of quality medicines and medical equipment to Première Urgence Internationale pharmacies projects, mobile health teams and supported health facilities on the field.
Responsibilities and scope of duties
Participate in the supply of drugs and medical equipment for Central Pharmacy in collaboration with the pharmacist
Ensure the management of the stock, under the supervision of the pharmacist, respecting Première Urgence Internationale’s and international standards for quality of the stock management and storage (environment, organization, and follow up, documentation) in close collaboration with the Logistic team.
Participate in the supply of drugs and medical equipment to health facilities, mobile health teams and any other project of PUI in the country in a timely manner.
Ensure relevant communication and relationship with the Food and Drugs administration when asked
Contributes to reporting on data follow up
Specific goals and related activities
1. SUPPLY MANAGEMENT
· Participate in the calculation of orders with the pharmacist/medical coordinator
· Ensure the reception and quality control of drugs received. Inform the pharmacist/medical coordinator in case of non-compliance.
· Use the proper documentation to track receptions.
· Store the products received in accordance with Première Urgence Internationale’s stock management procedures, in collaboration with the pharmacist and the logistical team.
2. STOCK MANAGEMENT
· Use the appropriate management documents (inventory records, stock cards, computer tools etc.) according to Première Urgence Internationale’s pharmacy management procedures
· Ensure the anticipation of expired drugs and does all efforts to avoid waste
· Conduct and document an appropriate monthly physical inventory. In case of discrepancy between the theoretical stock and the inventory, do a proper follow up with the pharmacist on the results of the count for central pharmacy
· Ensure a proper storage (especially the conditions of temperature, humidity, light and safety), order (classification, labelling) , security (key access) according to the procedures of PUI
· Be able to provide at any given time reliable data of any stock (quantity, value)
· Ensure that expired or damaged items are properly put in quarantine
· Make a backup, minimum monthly, of all computer data
· Secure Expired items in a Quarantine zone and make sure they are properly labelled and protected
3. SUPPLY MANAGEMENT OF BASES AND HEALTH STRUCTURES
· Prepare the orders for the bases medical teams or supported health structures; establish and share a distribution schedule after validation of the mission pharmacist
· Prepare donations / loans / exchanges under validation of the pharmacist
· Manage returns and quarantine back from supported health structures
4. LIAISON ACTIVITIES
Calculate in advance the needs for supported projects and write reports after validation of the pharmacist
Plan in advance for samples for FDA and the documentations to be handed over in order to get the technical clearance
Ensure a proper pharmaceutical goods management (storage, inventory, distribution) of DoH material
Ensure donation of expiring items to MoH, supported health facilities, and other actors in the area
Manage the quarantined items at the central pharmacy
Organise the destruction of quarantined items in accordance with MoH regulations
5. REPORTING/ ARCHIVING
Contribute to the monthly activity report and submit it to the pharmacist
Ensure a proper classification of documents and archives
Participate in the update of the annual Première Urgence Internationale’s pharmacy activity planning
6. OTHER DUTIES
Report to the Pharmacy manager/Field Coordinator any problem in the pharmacy especially the gap/loss/robbery/damage of drugs or any patient and organisational issue
