The Protection Monitor to contribute to the effective implementation of a project aiming at protecting and promoting the safety, rights and agency of Libyan IDPs and vulnerable local non-displaced populations. To this end, the Protection Monitor will interact directly with the target communities to identify their needs, conduct assessments as well as referrals. Other activities, as planned by the Protection Manager, will include contributing to reporting, facilitating focus group discussions, referral follow-up and liaison with beneficiaries and local communities. Your main duties and responsibilities will be: • Programming: – Uphold the professional standards related to protection and humanitarian assistance, in particular with regards to the selection of individuals for cash programming – Conduct participatory protection monitoring visits in urban communities and IDP settlements to assess the protection needs. To this end, use established assessment tools and methods such as Key Informant Interviews (KIIs), Direct Observation (DO) and Focus Group Discussions (FGDs) – Refer protection cases to the Protection Officer and/or relevant agencies, including providing information to update the service mapping and referral pathway if necessary – Faciliate the free and safe access to services of target beneficiairies by referring them to a wide-range of service providers and support actors as appropriate. To this end, use established referal pathways and ensure quality in the processes of case mangement and referal follow-up. – Disseminate to the beneficiaries information related to their rights, the protection risks they face and the services and resources available to them – Identify, support and coordinate with community protection focal points in order to maximize community outreach for protection monitoring and information dissemination • Reporting: – Produce quality data-collection and record related to all protection monitoring activities, including individual case management, by using dedicated forms and tools such as the protection database – Contribute to the production of quality and timely reports on program activities – Contribute to analyze and report protection trends and patterns related to internally displaced persons and host communities – Analyze communal dynamics and social developments that may impact the effective implementation of the project • Representation: – Develop and strengthen relationships with beneficiaries, local communities, local authorities, operational partners etc. in order to maintain trust in DRC’s professional standard and quality of work among all stakeholders • Operations: – Contribute to the effective implementation of all operations support activites, including related to administration, finances and logistics, so as to ensure smooth project implementation. In all matters, comply with internal directive and policies as communicated by the Humanitarian Programme Manager and/or the the relevant support departments • Other: – Conduct other tasks as requested by the the line manager for the effective implementation of DRC’s project, including translation, support to capacity-building activities and other duties. About you: • Motivated to build relationships with communities in order to provide assistance. • Willingness to participate in regular work-related activities in urban areas (outside the office) • Preferred: 1-2 years of professional experience in the field of social work, humanitarian assistance, human rights, community development or any other relevant field • Previous experience working with Civil Society Organizations (CSOs), NGOs and local communities • High-level of computer literacy Moreover, we also expect the following: University Degree in the field of social sciences, psychology, political sciences, development or any other related field Fluency in written and spoken English and Arabic.
