The Livelihoods Team Leader will be responsible for coordinating, overseeing and directly implementing DRC’s livelihoods & cash-based interventions activities aimed at protecting and delivering assistance to Libyan IDPs and vulnerable local non-displaced populations. To this end, the Livelihoods Team Leader will liaise with DRC staff across departments and implementing partners to ensure compliance with Livelihoods – Cash SOPs and the maintenance of SOP-compliant records during programming as directed by the Air Manager and Livelihoods Coordinator.
Your main duties and responsibilities will be:
Programming :
- Uphold the professional standards related to cash prorgramming in humanitarian assistance.
- Develop a strong understanding of DRC’s cash programming procedures and standards.
- Organize and supervise a market price monitoring in Libya on monthly basis and subsequentely provide analysis on the market trends, price inflation, market functionality and commodities availability amongst others.
- Plan and implement livelihoods and cash-based interventions activities with the guidance of the Livelihoods Coordinator, including but not limited to: life skills trainings, business management trainings, design of business plans and provision of grants for small businesses.
- Serve as liasion with the protection programme by routinely screening household level interviews in DRC areas of operation
- Support the Air Manager to manage the financial aspects of the project (forecast and spending tracking).
- Co-coordinate the launch of assessments, key informant interviews, and focus group discussions on livelihoods activities
- Supervise data collection for cash and livelihoods and Cash-based interventions projects as required
- Coordinate organize and supervise distribution of multipurpose cash assistance projects
- Faciliate ongoing communications with relevant partners throughout the project cycle.
- Supervise and coordinate team of Livelihoods Assistants in their tasks and duties
- Participate as part of the DRC Selection Committee, during the review process of business plans, and selection of business grant recipients
- Uphold the highest standard of confidentiality when managing records to ensure beneficiary dignity and privacy.
Reporting:
- Contribute to the production of quality and timely reports on program activities.
- Provide weekly/monthly reports to the Air Manager and Livelihoods Coordinator, including accurate figures of distributions/referrals done and challenges encountered, in the agreed format.
Representation:
- Develop and strengthen relationships with local partners and communities in order to maintain trust in DRC’s professional standard and quality of work among all stakeholders.
- Member in the Libya Cash Working Group
Operations
- Contribute to the effective implementation of all operations support activites, including related to administration, finances and logistics, so as to ensure smooth project implementation. In all matters, comply with internal directive and policies as communicated by the Air Manager and/or the relevant support departments.
Other
- Conduct other tasks as requested by the the line manager for the effective implementation of DRC’s project, including translation, support to capacity-building activities and other duties.
- Update the mapping of Financial Service Providers operating in Libya
About you
- Minimum of two years professional experience in cash and/or livelihoods programming
- Previous experience in the field of social work, humanitarian intervention, community development, or any other relevant field is desirable
- Previous experience working with Civil Society Organizations (CSOs) and local communities is desirable
- High-level of computer literacy
- Strong organizational and time management skills;
- Strong interpersonal skills and ability to maintain good communication channels with relevant stakeholders
- Completed seven online courses on Cash based interventions available free on CALP website.
Moreover, we also expect the following:
- University Degree in the field of Business Administration, social sciences, political sciences, development or any other related field
- Fluency in written and spoken English and Arabic.
