Overview of position
The United Nations Security Council Resolution 2009 established the UN Support Mission in Libya (UNSMIL) in September 2011. The UNSMIL has since commenced its support to the country’s new transitional authorities in their post-conflict efforts. These range from assisting the Libyan authorities restore public security and the rule of law, promote inclusive political dialogue and national reconciliation, help the Libyans embark on the drafting of a new constitution and lay the foundation for elections. The most recent UN Security Council Resolution 2434 mandates UNSMIL to support the organization of elections in Libya, in full accordance with the principle of national ownership.

Following the revolution in 2011 that led to the overthrow of 40 years of authoritarian rule, the clashes have severely impacted both the political and economic conditions affecting the macro-stability of the country, and the lives and livelihood of the Libyan people. Since the country’s first free elections on 7 July 2012 for the General National Congress (GNC), two subsequent electoral events took place: the Constitutional Drafting Assembly election on 20 February 2014 amidst violence and boycott by some minority groups, and the election of a new legislative body, the House of Representatives (HoR) in July 2014. In addition, Libya conducted 92 municipal council elections during 2014 and 2015.

With an overall goal of building the capacity of Libya’s transitional governance structures and facilitating citizens’ participation in political processes, this UNDP/UNSMIL joint initiative has been designed to support Libya in holding municipal council elections in 2018 – 2020. Through support to the Central Committee for Municipal Council Elections (CCMCE), the designated body responsible for Local Elections, the project expects to contribute to the timely planning, preparation and conduct of the upcoming municipal elections. The project focuses on support to and capacity building of the CCMCE to prepare and conduct credible election operations including a successful voter registration and prepare and conduct voter/civic education and awareness raising activities. In addition, the project supports post-election capacity development of newly elected municipal councils in Libya.

Role objectives
UNDP seeks to support the conduct of local elections by engaging a National Chief Operations Advisor (COA) who will work as a lead consultant with the CCMCE. The COA will work under the supervision of the UN Chief Technical Advisor CTA as well as the UNDP Project Manager and will lead the project team supporting local election operations. The COA will work closely with the CCMCE Executive Management. S/He will be responsible for ensuring enhanced progress towards the overall realization of the objectives of the project, coordinating work with subcommittees and assisting in preparation and conducting of elections in the municipalities.
Project reporting
Reporting to the project manager.
Key competencies Education:
Master’s degree in Law, Engineering, Project Management, Public Administration or related field ; a Bachelor degree with additional two years of experience is acceptable.

Experience:
• At least 11 years of work experience with a Master’s degree or at least 13 years with a Bachelor’s degree in project management, political administration or any other related field
• At least one year of work experience with an electoral authority and/or other democratic institutions covering capacity building, training, planning and other related program implementation activities
• Good knowledge of the electoral system in Libya and its procedures would be an advantage

Language requirements:
Fluency in Arabic and English.

Functions / Key Results Expected:
Summary of Key Functions:           
Under the supervision of the CTA and the UNDP Project Manager, the incumbent/s will contribute to UNDP’s electoral support to Libya by assisting the CCMCE in ensuring that all stages of electoral operations including registration of voters and candidates, polling, counting and tabulation of results and related activities are supported and coordinated in a timely manner, with relevant information disseminated to all involved actors and stakeholders, and all material and human needs provided to guarantee the successful implementation of the operations.

Main Activities
The incumbent will contribute to:

  • Lead the UNDP support in coordination, planning and implementation of all phases of the electoral process in accordance with the electoral legislation and CCMCE regulations. Supports CCMCE in planning all stages of the electoral process ;
  • Supports the production of operational plans and concepts, including timelines, for consideration of the CCMCE Board and Chief Operations ;
  • Support CCMCE in providing inputs on operational aspects of the electoral regulations and proposals for review of operational aspects of electoral legislation ;
  • Support CCMCE in providing all needed inputs for creation of operational budget and tendering processes for electoral materials ;
  • Supports CCMCE through a system of continuous evaluation of electoral operations and capacity building activities ;
  • Support CCMCE in liaison with representatives all relevant ministries, including security forces, in order to support voter registration, candidate nomination and polling processes as well as to conduct post-operational reviews ;
  • Conduct day to day management of the support team in field coordination, logistics, and IT, ensuring that consistent guidance is provided to all relevant section/unit heads and field staff ;
  • S/he coordinates closely with the outreach team leader and leads the task force ;
  • Provide regular and periodical reports ;
  • Serve as main CCMCE contact person and link to CCMCE central management for electoral operations ;
  • Provide regular and ad hoc progress report and needed type of feedback from the field to the management of CCMCE in order to support strategic and operational planning and implementation;
  • Conduct any other relevant tasks.
