Overview of position
Under overall guidance of the CS Project Manager and Project Officer, and the direct supervision of the Project Operations Officer, the Operations Assistant will be responsible in providing assistance for the development and the implementation of small grants activities promoting social cohesion
Role objectives
The CS portfolio is a community-based, small grants initiative implemented in close coordination with communities in priority areas, and with all levels of Government. The overall objective of the CS projects is to improve stability and peace through strengthened government-community relations and economic uplift.
Under the direct supervision of the Community Stabilization Project Civil Society Partnership Officer (PO), and the overall guidance of the Project Manager (PM), the CSO Project Assistant is responsible for strengthening the direct implementation of all projects and initiatives related to peace consolidation, community stabilization, reintegration of internally displaced persons (IDPs) and returnees, capacity building and overall local economic development in targeted areas in Libya. In particular, the CSO Project Assistant will:
Expected output
1. Apply the Community Stabilization Program Theory of Change for the Civic Engagement, Media Development and Community Livelihoods under the guidance and support of the Program Officer.
2. Assist Project Officer for CSO and Partnership to develop new strategies as opportunities emerge especially about the interconnections and leverage of infrastructure and basic service deliveries aspect of the Community Stabilization (CS) Program.
3. Assist the PO Develop grant making activities in a team-oriented context that are aligned to the strategic goals of the Community Stabilization areas of focus.
4. Assist the PO to monitor active grants, track grantee progress, provide guidance and assistance to grantees, and respond to grantee reports.
5. Support to evaluate key grants and prepare analysis and summaries of lessons learnt from the grant-making.
6. Assist in organizing meetings of grantees, experts, and practitioners in the field of civic engagement media and community livelihoods.
7. Assist the PO on engagement with grantees to review opportunities, challenges and advances and encourage collaboration, learning, exchange and strategic partnerships.
8. Assist the PO to develop ToR for short term experts on the area of Civil Society, Media and Community livelihood
9. Assist the PO to prepare updates for donors as part of overall reporting requirements for CS Program
10. Any other related duties assigned by the PO.

V. EDUCATION AND EXPERIENCE
● Completed advanced degree in social sciences, development studies, international relations or related field;
● Professional experience of at least three years in Monitoring and Evaluation programme/project planning, design, follow-up;
● Basic and advanced training in M&E of development projects and programmes is desirable;
● Strong skills in adapting tools and plans for monitoring, baselines and end-lines as well as in conducting evaluations;
● Thorough knowledge and understanding of context and governing dynamics in Libya highly advantageous;
● Experience in working in a multi-cultural environment and at district and/or community level, preferably in the MENA region;
● Familiarity with IOM project management processes is desirable;
● Strong results orientation, with proven experience in using results-based management tools;
● Proficiency in computer skills, especially in MS Office products (Excel, Outlook, Word etc)
EDUCATION AND EXPERIENCE
● Completed advanced degree in social sciences, development studies, international relations or related field;
● Professional experience of at least three years in working on CSO, Media and/or entrepreneurship activities/ projects, programme/project planning, design, follow-up;
● Basic and advanced training in M&E of development projects and programmes is desirable;
● Strong skills in adapting tools and plans for monitoring, baselines and end-lines as well as in conducting evaluations;
● Thorough knowledge and understanding of context and governing dynamics in Libya highly advantageous;
● Experience in working in a multi-cultural environment and at district and/or community level, preferably in the MENA region;
● Strong results orientation, with proven experience in using results-based management tools;
● Proficiency in computer skills, especially in MS Office products (Excel, Outlook, Word etc)
Fluency in both spoken and written English and Arabic and excellent writing skills are required
