ACTED (Agency for Technical Cooperation and Development), an International humanitarian, nonprofitable and nongovernmental organization, within the framework of its ECHO emergency response project for IDPs in the eastern part of Libya, is looking for highly qualified national staff for the following vacant position:

BACKGROUND ON THE MISSION
ACTED/CIL is developing projects focused on the displacement of people in Libya due to conflict. These projects aim to support IDPs, returnees and host communities. More specifically, ACTED is supporting the return of IDPs in Tripoli and its surrounding region through the implementation of Quick Impact Projects. These projects will be implemented through third-party subcontractors and CSOs in the areas that have witnessed conflict, covering the priority needs of returnees in these districts.
ASSIGNMENT
Under the direct supervision of the Head of QIPs in Tunis, the QIPs Officer will be assisting with the implementation and management of the Quick Impact Projects of the Tripoli area. More specifically, he/she will be responsible for supporting the Head of QIPs in managing the sub-grants, including working with the Appraisals, Monitoring and Evaluation Unit (AMEU) throughout the implementation phase of the grant, ensuring compliance and following-up with the selected sub-contractors on reporting.

FUNCTIONS
The QIPs Officer will be assisting the Head of QIPs in Tunis with the implementation and management of the Quick Impact Projects, including:
1. Project Cycle Management
Support implementation of activities related to the Quick Impact Projects:
-Assist the Head of QIPs in Tunis with the planning of activities related to the Quick Impact Projects, in compliance with the project proposal and inception report, and with the budget and FLATS procedures (Finance, Logistic, Administration, Transparency, Security);
-Liaise with all internal and external counterparts of the project;
-Assess the activities undertaken and ensure efficient use of resources;
The QIPs Officer may also be requested to provide support for the implementation of grants as part of other projects implemented by ACTED/CIL in Libya.
In light of his/her functions, the QIPs Officer acknowledges the fact that the nature of his/her work might evolve. Thus, he/she may be given other responsibilities and attributions with new opportunities that arise and in accordance with his/her competences and qualifications. The QIPs Officer therefore accepts in advance that his/her attributions may be enlarged or modified during the course of the project.
Project reporting requirements:
-Supporting the drafting of Project Management Framework (PMF)/narrative reports and contribute to the development of financial reports through regular budgetary follow-up;
-Ensure adherence to FLATS procedures.
2. Provide Relevant Technical Expertise
Support implementation of the grants by the sub-contractors and CSOs, including assistance with:
-Coaching on planning the various stages of activities implementation;
-Guiding the implementation of the activities and the methods of follow-up;
-Coaching on management of project finances, logistics and materials;
-Following-up and supporting the sub-contractors and CSOs in producing the different reports (narrative, financial etc.);
-Ensure that the sub-contractors and CSOs are compliant with FLATS procedures.
Ensure that technical quality and standards are considered during project implementation:
-Collect technical information and analyse associated opportunities and risks;
-Identify relevant technical authorities and partners, and propose formal partnership and/or contracts.
Undertake quality control, along with the AMEU team:
-Follow-up the use of the Grassroots Organization Capacity Assessment (GOCA) tool by the AMEU team;
-Analyse technical added-value and project impact;
-Set up technical evaluation exercises during and following implementation.
3. Identify Best Practices and Lessons Learned
Collect information and tools employed for project implementation;
Draft memos detailing lessons learned and best practices identified during the projects.
Qualifications
Education: Bachelor’s degree in project management, civil engineering or relevant field;
At least 2 years of field experience in project management, humanitarian and development work;
Experience with local public authorities in Tripoli and surrounding region is an asset;
Familiarity with the aid system, and ability to understand donor and governmental requirements;
Excellent communication and drafting skills;
Able to coordinate and manage staff and project activities;
Proven ability to work creatively and independently both in the field and in the office;
Being a strong team player and adept at creating a strong team spirit;
Ability to organize and plan effectively;
Ability to work with culturally diverse groups of people;
Ability to travel and work in difficult conditions and under pressure;
Highly proficient in written and spoken Arabic;
Working knowledge of English is required, both spoken and written;
Strong knowledge of Microsoft office (Word, Excel, PowerPoint…).
Conditions
Salary defined by the ACTED salary grid. Educational level, expertise, hardship, security, and performance are considered for pay bonus.
