ABOUT THE LIBYA INGO FORUM
The Libya INGO Forum (INGOF) is an independent network of 17 international non-governmental organizations (INGOs) implementing humanitarian programs to respond to the needs of the most vulnerable population living in Libya. The INGOF provides a platform to facilitate the work of its members and support them to efficiently and effectively address key issues of common interest. The work of the Libya INGO Forum is guided by its Terms of Reference, its elected Board members and ultimately by the Country Directors of member organizations.
With the recruitment of a National NGO (NNGO) Liaison Officer, the INGOF seeks to increase interaction and provide support to the Libyan NNGOs.
 


REPORT TO: Libya INGO Forum Coordinator


DUTY STATION: Tripoli with frequent travel to Tunis


SALARY AND BENEFITS: Competitive


START DATE: 1st Sep 2019


CONTRACT DURATION: 8 months

RESPONSABILITIES AND DUTIES

Ensure liaison with and act as the INGO Forum focal point for NNGOs
 Keep abreast of NNGOs activities in country and develop tools to facilitate information-sharing between NNGOs, INGOs and other stakeholders
Assess national NNGOs’ capacities and suggest areas for capacity strengthening based on identified needs
Support the organization of relevant training and capacity building programme
Help ensure that NNGOs are familiar/conversant with the humanitarian coordination architecture and keep them informed of opportunities
Support the INGO Forum Secretariat to ensure that the INGOs, UN, the national authorities, donors and other stakeholders communicate and coordinate with national NGOs
When requested, ensure liaison with local authorities 
Carry out any other duty assigned by the INGOF Coordinator

 
QUALIFICATIONS

This is a national position and all applicants must be Libyan nationals. Additional requirements are:
BA/MA or equivalent in development studies, business administration, international relations, politics, development studies, or other related field
At least 2 years working experience in the humanitarian sector in Libya, experience working with Libyan CSOs essential
Ability to manage and disseminate information with conflict sensitivity and respect for confidentiality
Strong diplomatic and networking skills
Commitment to humanitarian principles and actions
Fluency in Arabic and English mandatory
Excellent computer literacy

Strong ability to work within a team as well to follow projects independently.
Strong communication and interpersonal skills.
