Operational Context























The Assistant Health Officer is a member of a multidisciplinary team and will ensure that UNHCR’s public health programmes meet minimum UNHCR and global health standards in order to minimise avoidable morbidity and mortality among populations of concern and towards the achievement of the Sustainable Development Goals (SDGs).
Direct supervision is received from the Field Officer.
The incumbent provides technical guidance to partners, and coordinates health activities at camp level. The incumbent may supervise some support staff.
Functional Statement:
Accountability (key results that will be achieved)
–Mortality and morbidity among the refugee population is maintained under international standards.
–Health Information System is in place for data collection, analysis and interpretation.
–Assessment missions and surveys are adequately conducted and implemented.
–Coordination of health related activities is conducted at field level.
Responsibility (process and functions undertaken to achieve results)
–Independently monitor the performance of the implementing partner in providing quality health services at camp health facilities in accordance with (inter-) national guidelines and protocols based on agreed monitoring framework. This will include established processes in general health services (OPD, IPD, laboratory services, infection prevention, rational use of drugs and drugs management) in health facilities, reproductive and child health (IMCI), emergency obstetric care, health information and education, and medical referrals to government hospitals.
–Regularly monitor community health outreach activities in accordance with the Community Health Worker Guidance note. Promote community health team to enable their active participation in the process of health planning and service delivery.
–Regularly monitor the quality and effectiveness of overall health services in camps, and report his/her findings and observations to the PHO. Monitoring should preferably use a participative method to ensure that the view of refugees and their representatives are taken into account.
–Provide support to UNHCR partners to ensure the correct use of the Health Information System (HIS), collect data for the annual UNHCR Standards and Indicators (S&I) reporting, review and analyse monthly health data, and compile annual reports on the health situation in camps.
–Provide capacity building of partners and refugee health officials.

–Responsibilities related to overall coordination of health activities at field level:
–Maintain inventory and status of the health sector partners’ interventions in the field including intersectoral synergies.
–Conduct regular meetings with all health partners in the camp and maintain meeting minutes.
–Support the identification of gaps, challenges, possible synergies in the camp and nearby host community in coordination with PHO and Camp in Charge (CiC).
–Coordinate with health, WASH and nutrition partners, and other cross-cutting sectors on assessments, issues of concerns and services’ gaps and challenges at camp and host community levels.
–Monitor the functionality of the health facilities including referral pathways and ensure issues, challenges encountered are flagged to the PHO and health sector.
–Share the identified possible alerts, triggers on any multi hazard emergencies with PHO and outbreak response team
–Attend regular meetings in the camps, reflect activities and flag any issues of concern. Participate in capacity building exercises representing the health sector at camp level.
–Communicate effectively with partners, host communities and refugees for coherent health sector interventions. Support in synchronizing all available information at assigned camps such as emergency roster, emergency contact points, health sector partners’ 4W mapping, health facility mapping, health capacity mapping and buffer stock.
–Perform any other related duties required.
Authority (decisions made in executing responsibilities and to achieve results)
–Provide technical guidance to partners.
–Coordinate health related activities at camp level.
–Represent UNHCR in Health Coordination meetings, as required.
–Liaise with camp-based government and non-government partners.
–Undertake monitoring visits and prepare written reports and recommendations in addition to verbal feedback.
Essential Minimum Qualifications and Experience:
–Undergraduate degree (equivalent of a BA/BS) in Public Health or a clinical background (nurse or MD) with postgraduate training in Public Health.
–Minimum 1 year previous work experience relevant to the function.
–Knowledge of local institutions.
–Excellent knowledge of English and local language.

Eligibility:

An applicant who has internal status is a staff member holding an indefinite or fixed-term appointment in any duty station in the country. Former UNHCR General Service staff members, having held an indefinite or fixed-term appointment for an uninterrupted period of at least one year may apply for internally advertised vacancies at their previous grade or equivalent or one grade above, if the seniority requirements are met, for a period of two years following separation (if such criteria are not met, former staff members can still apply as external candidates).
