Program Development Officer – Misrata - Libya Transition Initiative (LTI) 3

The Libya Transition Initiative 3 is an international development program in Libya. The goal of LTI 3 is to establish and manage a quick-response mechanism supporting activities that provide essential services to the community and reinforce stability to help build an inclusive and peaceful future in Libya.
LTI 3 seeks the following position to support its program in the Center Region, including Misrata and Sirte. Fluent written and spoken English and Arabic are required for all positions.
 
Project Development Officer (PDO)
The Program Development Officer (PDO) plays a central role in developing activities with carefully selected organizations that further the program’s strategic objectives, in full compliance with client specifications and Chemonics regulations and policies.  The PDO will work to identify potential partners and develop and monitor activities to support Libya’s transition process. It is particularly important that the PDO is able to critically assess and identify potential activities and assistance  recipients that are appropriate to respond to the current political transition in Libya.  The PDO will be the primary staff responsible for development of activities, working in coordination with other team members including the chief of party (COP), Deputy Chief of Party (DCoP), Senior Program Development Coordinator (SPDC) and Operations and Finance Manager, the OTI country representative and development advisor, grants management and procurement specialists, and the senior finance manager.  The PDO will report directly to the Regional Program Manager,  and will also receive significant direction and guidance from the CoP, DCOP, FPD, and OTI country representative in the development of activities and program strategy.
Three years of relevant work experience and a bachelor’s degree are required.
