The ICRC Delegation in Libya has a vacancy for:
Female Economic Security (EcoSec) Field Officer in Misrata Sub-Delegation
The position will be based in Misrata Sub Delegation
The female field officer will assist in advocacy on channeling resources to the most vulnerable populations (resident and displaced) with relevant line Ministries such as Ministry of Social Affairs and maintains contacts with authorities at local degree, Branches within the Area of Responsibilities (AoR), population, suppliers, etc. under supervision of the head of the structure & the technical manager.
Project evaluation and assessment:
Develops and understands the general working context and its evolution. Participates actively in project planning, assessments, management and follow-up of relief operations (project cycle management).Supports the internal/external evaluation of the programs and gives an input when adaptations need to be made accordingly to the evaluation.
Programme implementation:
Assists in the identification of the beneficiaries and the selection of an appropriate intervention system. Handles the relief items in coordination with Logistic unit and organizes the distribution of relief items in cooperation with National Society and/ or relevant Relief actors (National and International).Monitors activities and makes suggestion for adjustments when necessary. Facilitates in the advocacy for the most vulnerable populations with guidance of supervisor.
Network, contact and communication:
Cooperates with National Society staff and volunteers as well as with other (National / international Relief Agency) including training and transfer of competencies.nEnsures efficient and smooth relationship between all parties involved in Economic Security( EcoSec) activities and stimulates their participation. Collaborates closely with Health, Water & Habitat (Wathab) Department, Protection Department, Dissemination, Cooperation Department, Logistics and other departments.
Data collection and information management:n

Identifies the main actors and their agendas, as well as relevant economical, social and security concerns & gathers all necessary information for the planning of field trips; contacts, security, location, etc. Participates to the writing of other internal reports (assessment, monitoring).
Other Activities:
P Facilitates direct supervisor in translating official documents from Arabic to English.nn
P Drafts Field Trip Reports (Economic security components) and submits to supervisors.
P Makes regular reports on project development &contributes in Weekly Operational Reports.
P Participate in required meetings and update the relevant departments, colleagues and hierarchy in timely manner.
P Upon request, manage certain files within the EcoSec department according to the internal division of tasks
P Provide support to other ICRC departments according to needs and within the employee capacity.
Required background, skills and competencies:
P Bachelor's degree in Social Sciences or similar field
P 2-4 years' work experience in a similar field
P Strong advocacy skills
P Very good command of written and spoken English and Arabic
P Very good computer skills
P Good knowledge of geographically assigned environment
P Very good analytical skills
P Capacity to apply ICRC rules and procedure
P Capacity of treating information confidentially
P Team leadership skills
P Excellent organizational and methodical abilities, sense of initiative
P Service oriented with a strong sense for setting of priorities and flexibility.
P Genuine interest in humanitarian activities (especially ICRC's), previous experience in humanitarian environment an asset
P Must be able to travel inside and outside of Libya
