Early Warning System Advisor - Search for Common Ground



Search in Libya
Search, in partnership with IRI, is working in Libya to strengthen local capacities to mitigate potential conflicts at the local level, helping to reduce local tensions by shifting conflict away from adversarial approaches toward cooperative solutions. The Reconciliation in Libya project aims to assist in the early identification, mitigation, and resolution of localized tensions and conflicts through capacity building, inclusive dialogue processes, subgrants to CSOs, and public awareness campaigns in five communities: Ghadames, Nalut, Zuwara, Sirte, and Benghazi. Under this project, CSO participants and dialogue facilitators will design and implement dialogue process in their communities, with ongoing mentorship from Search and IRI. Dialogues processes will provide opportunities for communities to collaboratively identify tangible solutions and possibilities for reconciliation within their community.
The consultant will conduct work in the two target communities of Zuwara and Sirte. S/he will report and be supervised by the Search Libya Project Coordinator (based in Tripoli). This consultancy will last for approximately 3 and a half months, from August to early November 2019.
Scope of Work and Deliverables
The Scope of Work of the consultant includes the following tasks and responsibilities:


Provide technical leadership and support to local partners in the design and implementation of a pilot Early Warning System in two Libyan communities; (Since start of contract and throughout duration of contract)



Submit an inception report that will include: (1) a desk review of implemented EWSs for conflict prevention around the world (max 10 pages); (2) a framework to support local CSO partners in conducting consultations with local communities to gather input for designing an Early Warning System methodology, including a draft questionnaire for the consultations; (Early September 2019)



Support local partner CSOs in developing and implementing their consultations workplan to the highest results andin a timely manner; (September 2019)



Analyze input from consultations and, based on findings, develop a draft EWS methodology (max 10 pages) to be piloted in the two target Libyan communities. Submit draft for review and feedback to Search and local partners;(September 2019)


Submit final EWS methodology that incorporates feedback from Search and local partners (max 10 pages);(October 2019)


Provide input and feedback on agenda and curriculum for the training on the developed EWS methodology for local CSOs; (October 2019)


Attend training in Tunis to provide follow up or clarifications as needed and submit a two-pager summarizing the local partner CSOs’ implementation plan for their communities based on training discussions; (Late October-early November 2019)



Maintain regular written and oral reporting to the Project Coordinator, Program Director, and Country Director, providing updates on progress throughout the process. (Since start of contract and throughout duration of contract)

Selection
The selection of the consultant will be determined based on the financial proposal, technical proposal, previous experience and qualifications of the proposed consultant(s), and an interview.
Qualifications and CompetenciesThe consultant should have the following qualifications and competencies:
 
Education


Bachelor’s degree in international development, conflict resolution, peacebuilding or related field. Masters degree preferred.


 
Professional Experience

Strong technical expertise in designing and implementing Early Warning Systems for conflict prevention;



Proven technical expertise and prior knowledge of existing Early Warning Systems in conflict contexts;



At least 5 years of professional work experience at national or international level on conflict prevention, conflict resolution, and local reconciliation;


Sound knowledge of the conflict dynamics in Libya;


Experience working with local CSO partners providing technical support or implementing programs, particularly in Early Warning;


Prior experience working with NGOs, CSOs or international organizations in the field of peace building and reconciliation would be a strong asset;


Strong methodology and report writing skills in English;


Ability to work with people at all levels, ranging from high-level officials to community leaders;


Proficiency in Microsoft Office;


Professional-level competency in English and Arabic, both orally and in writing.

Skills and Competencies

Cultural sensitivity and strong interest in dialogue, peacebuilding and conflict transformation;


Excellent coordination, communication and networking skills;


Ability to maintain professionalism, creativity, and enthusiasm while working in a fast-paced, often challenging environment with minimal supervision;


Flexibility and capacity to adapt to evolving contexts;

The consultant should start working as soon as possible.




The consultant is open to candidates of all nationalities, but Libyan nationality is preferred;



The consultant will be required to travel at least once to Tunis;
