FIELD ORGANIZER 
 - CILG VNG International



CILG-VNG International is Development Center for Innovative Local Governance is the MENA regional office of the International Cooperation Agency of the Association of Dutch Municipalities (VNG). CILG-VNGI is an advisory and development organization of international and national public institutions focusing on the MENA region. CILG-VNGI is specialized in governance and local development, and in providing consulting services in public policies and strategies, management and technical assistance, to achieve:

Development and implementation of state reforms on decentralization;

Development and strengthening of administrations, institutions and other civil society actors actively working at the local level;


The identification, development, approval, management and evaluation of economic projects for local development.


BACKGROUND
The 36-months project Improved Service delivery and Accountability at Local level in Libya will work on fields related to democratic local governance, local economic development, decentralization and democratic transition, while maintaining a horizontal intervention in favor of civil society in general and particularly those involved in the field of youth, women, local economic development and local democracy.The overall objective of the project is to contribute to the democratic transition process and the stabilisation of Libya, divided in three specific objectives:

Libyan public institutions at local and national level demonstrate increased capacities, enabling the environment for effective service delivery;
Libyan municipalities and other local level public institutions are better empowered to enhance social cohesion through good governance and local economic development increasing employment among youth and women;
Local capacities are strengthened to promote collaborative governance and extensive participation in the transition process among the Libyan population.

SCOPE OF WORK

Responsible for project implementation and day-to-day management of the action and its staff in Libya;
Establishing relationships and coordinating with key beneficiaries;
Identifying additional local organizations to engage;
Coordinating local activities and events that support program activities;
Maintaining a database of community-based organizations that you reach out to, as well as organizations that get involved in the program;
Recruiting and training beneficiaries to serve as spokespeople and tell their personal stories at events and to the media;
Disseminating program materials to community-based organizations;
Closely cooperate with Field Team Manager and monitor progress and adjust strategies as needed
 

KEY SKILLS AND QUALIFICATIONS

Strong leadership skills, able to work with a diverse workforce, and willing to travel;
Should have an acute understanding of all aspects of project management;
6-8 years’ experience in field organizing, partnership building, issue advocacy and/or coalition building;
Demonstrated ability to recruit and mobilize community-based and grassroots organizations in support of program implementation and public interest campaigns;
Experience in organizing and managing diverse actors from employee and beneficiary side as well;
Experience planning press events and conducting media outreach; garnering media coverage for issue campaigns; promoting spokespeople in the media;
Dependable, detail oriented and well organized – able to multi-task, meet deadlines and adapt to the changing priorities of the program;
Should be adept at using Microsoft Office applications such as Word, Outlook, and PowerPoint to generate reports and communicate with field employees;

JOB CONDITIONS

Type of contract: Fixed term, 12 months contract;
Hours of work: Full time (40 hours per week);
Salary and conditions: According to the experience and the Labor Legislation in Libya

Starting date: September 2nd, 2019.
