Project description The German Government owned Organization for International Cooperation (GIZ) started the implementation of the project “Support to Municipal Development” which has been commissioned by the German Ministry of Economic Development and Cooperation (BMZ) and the EUTF. This project supports the Ministry of local Government (MoLG) of the State of Libya and selected municipalities. It aims to improve service delivery of basic services in municipalities and to strengthen the role of municipalities for enhancing local economic development for job creation and income generation. Therefore, it supports the elaboration and implementation of municipal development plans, enhances the role of Libyan municipal councils in service delivery and economic development by involving civil society and private sector actors. It aims to enhance the functioning of decentralized governance systems through capacity development of all relevant actors in the institutions at central, regional and local level and provides training to decision makers and administrators to better understand their roles and responsibilities and to manage additional or new functions, effectively.

For fostering economic development in the municipalities, the project will design and implement capacity development measures aiming at strengthening Micro, Small and Medium Size Enterprises (MSMEs) and private sector actors on business planning, their production systems and management. Furthermore, the project will support initiatives for identifying local entrepreneurs, MSMEs and start-ups that could best contribute to the creation of jobs for the target population and that lead to the improvement of livelihoods in the selected municipalities that have been identified in the analysis for the LED strategies. In addition, the project will promote the transfer and adaptation of best practices and technologies for economic recovery and job creation.

The Project Team GIZ has a project team which comprises of international and Libyan experts who are implementing this project under supervision and guidance of the experts from GIZ Headquarter in Germany.

GIZ is looking for experienced Monitoring & Evaluation and Conflict Analysis Officer, who is capable to contribute to achieving the envisaged objectives of the project.

Responsibilities and Tasks

 

A.     Responsibilities

The M&E and Conflict Analysis Officer is responsible for the monitoring of results and activities of GIZ-projects in Libya. Jointly with the M&E-Team in Tunis he/she compiles data and results for the purpose of regular reporting for commissioning parties. In the field of conflict-sensitive-monitoring the Monitoring Officer is responsible to regularly collect and analyse information from several municipalities and institutions.

In this context, the M&E and Conflict Analysis Officer fulfils the following tasks:

B.     Tasks

1.      Monitoring of results and activities

 

  • Acts as a Liaison between the international M&E-Advisor in Tunis, the head of programme and the international and national staff on monitoring activities
  • Sensitise the Technical Advisors for the nexus of indicators, result logic and planned activities
  • Oversee regular input of data into monitoring tools and compile any feedback and suggestions on how to improve the process or tool itself to maximize usability
  • Establishment of Monitoring processes (e.g. Standard Operating Procedures)
  • Prepare regular updates of results based on indicators for reporting obligations
  • Support the M&E Team with other relevant M&E tasks as needed

 2.      Conflict Sensitive Monitoring

·    Supports and coordinate with the M&E-Team in Tunis Office

·     Establish regular meetings with representatives of municipalities and partner institutions to systematically collect relevant information concerning both the impact of the project on the context and, conversely, the impact of the context on the project itself

·      Analyse the information collected and draft regular reports

3.   Other tasks

 ·         Logistical support for internal or external monitoring and evaluation missions

·         Any other duties assigned and agreed.

·         Updating the internal Document Management System with all relevant documents related to monitoring activities

 

C.     Required qualifications, competences and experience

Qualifications

·  Higher education; university degree in Political Science, Economics, Statistics or comparable

·  Excellent working knowledge of ICT technologies and computer applications (especially MS Excel)

·  Good analytical skills and knowledge of information gathering and processing

·   Excellent knowledge of the Libyan context

·   Proven experience in the field of Monitoring & Evaluation

· Good knowledge of quantitative, qualitative and participatory skills

·    Disposition to travel extensively (up to 50%)

 

Professional experience

·         At least 5 years of professional working experience in a comparable position in the field of development with international organisations

·         Minimum 1 year of experience in the field of Monitoring & Evaluation

 

Other knowledge, additional competences

·         Excellent command of oral and written English & Arabic

  • Excellent communication/reporting skills

·       Ability to work independently

·      Reputation of integrity, credibility and firmness

  • Demonstrated decision-making capacity

·       Good working knowledge of modern communication systems

  • Excellent organizational, planning, time-management skills and self-discipline
  • Ability to function well in a multi-cultural environment

 

The expert

·         will be based in the office premises of the project in Tripoli and in the ‘Libyan programme’ in Tunis on demand.

·         Has to travel regularly to the selected municipalities for the collection of primary data and to conduct participatory workshops for conflict sensitive monitoring

  • Has to engage with stakeholders on international, national and municipal level.
