Assignment:
In coordination with the REACH Country Coordinator, the Field Manager will be responsible for data collection in the field, staff management and training, safety and security of Enumerators.
Location:
REACH the Field Managers are based locations targeted by the data collection: Benghazi. They will be placed under the umbrella and supervision of the respective ACTED offices in Benghazi (for Benghazi and other eastern locations).
All Field Managers are required to undertake training and induction in Tunis.

Responsibilities:
Data Collection in the Field
Collect data independently in line with specified tools and methodology.
Collect data from the Enumerators, check it and send it to Tunis
Assure that data collection takes place according to plan, and based on the work plan designed
Communicate any delay in data collection, due to security events or any other challenges that impede work in the field.
Follow up and ensure that Enumerators comply with deadlines of all requested work.
Conduct debriefings with Enumerators in the field as needed
Assure the quality of the data collected based on REACH quality standards
Staff Management and Training of Enumerators
Train all Enumerators on data collection, sampling, survey methods, and other training topics as required by the REACH Senior Assessment Officer / Country Coordinator
Liaise with each Enumerator about the weekly / biweekly work plan
Assure the attendance of Enumerators at training’s, and any other mandatory meetings, sessions etc.
Enforce Enumerators’ compliance with the ACTED code of conduct in Libya
Enforce Enumerators’ compliance with the ACTED safety and security measures in Libya
Timely flag any issues with the Enumerators, deadlines, or anything influencing the data collection at field level
Report any misconduct from the Enumerators that affects the field work and safety of the assessment activities
Assure Enumerators attendance at their monitoring sites
Coordination
Provide timely updates to the REACH Senior Assessment Officer / Country Coordinator of any challenges and difficulties related to the field work
Coordinate assessment schedules with potential partners in the field, as well as arrange assessment dates, and communicate any challenges and blockages to the REACH Senior Assessment Officer / Country Coordinator
Safety and Security
Ensure that Enumerators follow ACTED safety and security protocols and norms inside Libya
Coordinate and liaise with the REACH Senior Assessment Officer / Country Coordinator, as well as with the ACTED Security Manager or Country Director
Communicate any security incidents or circumstances that may have a direct influence on the implementation of the programs
Ensure that data collected is removed from the field – on smartphone platforms – as soon as the data has been transferred to the REACH Senior Assessment Officer / Country Coordinator
Ensure the privacy and security of the information collected in the field
Qualifications and Experience:
Willingness to lead data collection across region covered by designated field office – Benghazi or Tripoli
Previous experience leading others.
Previous experience with data collection in the field, including mobile data collection platform
Familiarity with communities in which data collection will be implemented
Strong understanding of proper data collection procedures, and data security practices
Strong understanding of principles of community accountability
Good organizational, communication, and interpersonal skills
Ability to think creatively in terms of tool and process development
Flexibility and adaptability to ever-changing needs and responsibilities
Familiarity with the aid system, and an understanding of donor and governmental requirements is an asset
Ability to work both independently, and as part of a team
Strong leadership skills
Fluency in English required
