ICT Associate - United Nations Office for the Coordination of Humanitarian Affairs










The National ICT associate works under direct supervision of IM Officer supporting OCHA Libya office with all ICT activities. the ICT Associate works in close collaboration with the Administration,

Coordination, Information Management and Communication staff for resolving complex ICT related issues to ensure the primary objectives of OCHA Libya are met.

 











Duties and Responsibilities











Key Responsibilities:

Effective functioning of the CO hardware and software packages
Networks and internet administration
Provision of web management services
Provision of administrative support
Provision of inputs to elaboration of internal policies and procedures on the use of ICT.
Elaboration of the content of internal Standard Operating Procedures in ICT in consultation with office management.
Development and update of the ICT annual plan.
Provision of advice on maintenance of equipment and acquisition of hardware supplies, making routine repairs and change of hardware electronic components.
Supervision of the implementation of OCHA systems.
Operation of network utility procedures defining network users and security attributes establishing directories, menus and drive-mappings, configuring network printers and providing user access. Ensure that the OCHA desktop and network resources are protected from malicious virus attacks and deploy countermeasures in the event of the attacks.
Trouble-shooting and monitoring of network problems.
Manage and maintain the VTC functions. Enhance the VTC security.
Response to user needs and questions regarding network access.
Maintenance of up-to-date parameters of information for the network clients and electronic mail.
Implementation of backup and restoration procedures for local drives. Maintenance of backup logs. Organization of off-site storage of backups.
Maintenance of measures in place for business continuity and disaster recover processes and procedures including backup and restoration of both server and local storage facilities.
Timely LAN Infrastructure and Internet connectivity upgrade to meet OCHA requirements.
Provision of advice on and assistance in procurement of new equipment.
Provision of technical specifications and information on best options in both local and international markets, review of quotations and bids.
Maintenance of an up-to-date inventory of the software and hardware.
Maintenance of the inventory and stock of supplies and spare parts in cooperation with the Admin Unit.

In addition to the above responsibilities, the National ICT associate will carry out any other related tasks as assigned by the supervisor.
Impact of Results

The key results have an impact on the overall efficiency of the Regional Office including improved business results and client services. Forward-looking ICT management has an impact on the organization of office management, Information Management, knowledge sharing, and information provision.

Required Skills and Experience











Education:
High School education is required. Diploma with the relevant certifications in the hardware and software management and application (Microsoft Certification, Cisco Certification) is desirable. University Degree in Computer Science is desirable. Cisco Certified Network Administrator (CCNA) or Cisco Certified Network Engineer (CCNE) or Microsoft Certified System Engineer (MCSE) is desirable.
Experience:
A Minimum Six years of relevant working experience including network administration, support to management of hardware and software platforms, telecommunications facilities, knowledge of Windows-based packages/applications, web maintenance and other related fields.
Advanced abilities with MS outlook mail system, MS Access, MS Excel and other software platforms. Certification in these products an advantage;
Knowledge of Windows-based packages/applications, and database development;
Experience with ArcGIS, MapInfo or other GIS tools is an advantage;
Knowledge of Drupal, PHP, ASP programming and format encoding is an asset;
Experience in graphic design, multimedia and products branding an
advantage;
Experience in the design and development of surveys, including user requirements, form design, survey implementation, data entry, data cleaning and analysis an advantage;
Ability to communicate with technical as well as non-technical people
Ability to prioritize multiple tasks within an environment where many interruptions occur
Ability to work with multi-cultural teams and international professionals
Ability to work under stress and under tight deadlines.
Language Requirements:
Fluent written and spoken English and Arabic.
