Project Office - United Nations Development Programme (UNDP) in Libya










In recognition of recent political and security developments in Libya and related opportunities to enhance stability in Tripoli and avert the further erosion of institutional capacities, and against the backdrop of the UN Secretary-General’s decision to move ahead with relocating the United Nations into Libya, the Government of National Accord (GNA) has requested assistance from UNSMIL and UNDP to efforts of the Ministry of Interior, Libyan police and criminal justice institutions to advance security and the rule of law in Libya’s capital. Based on detailed assessments of the current context and capabilities, and in consultation with Libyan stakeholders, priority areas have been identified for programmatic engagement as follows:

Structure, roles and resourcing of local police and criminal justice institutions clarified and prioritised according to identified needs in Tripoli.
Effectiveness of law enforcement and prison service delivery in Tripoli improved through provision of training and technical and material assistance.
Ministry of Interior enabled to better assess and provide feasible demobilisation options for members of armed formations.
Ministry of Interior provided with capacity development and organisational assistance.

In line with UN commitment to integrated assistance, and with support from the Global Focal Point arrangement for Police, Justice and Corrections, UNSMIL and UNDP are rolling out a 2-year ‘Policing & Security Joint Programme’ (JP) (1 October 2017 – 30 September 2019), which will maximise the capabilities of the UN system in support of the GNA’s agenda in these critical areas. This joint programme is fully aligned with UNSMIL’s Security Council mandate and the UN Strategic Framework, and leverages UNDP’s operational deployment and footprint inside all Libya as a programmatic entity of the UN Country Team.
In order to realize the objectives of the programme, the United Nations Development Programme (UNDP) seeks a National Coordinator to support Libyan authorities with the implementation of those programme activities to be delivered through UNDP.











Duties and Responsibilities











Summary of Key Functions: 
The overall responsibility of the UNDP National Coordinator for the Joint Programme will be to provide support to the Libyan Ministry of Interior, Ministry of Justice and judiciary to the successful implementation of the programme, in particular in the areas of monitoring and oversight of activities, coordination and liaison.
within and between line ministries and relevant institutions and UNJP, coordination of subcontracted entities and NGOs, support to programme functions, and early identification of priorities or issues.

Provide effective support to management;
Facilitation of knowledge building and knowledge sharing.

 
1. Effective coordination of project strategies and activities implementation;

Develop a system to monitor and coordination of UNJP project implementation and performance under the MOI and MOJ in relation to established delivery targets;
Ensure that the monitoring system and coordination mechanism allows the UNJP programme board to effectively assess development results as intended;
Assist the development of liaison and coordination between police, judiciary and judicial police to support strategic objectives of UNJP, and assist the MOI and MOJ in strengthening coordination efforts;
Identify and maintain relations with Libyan civil society groups engaged in the policing and security sectors, and facilitate and coordinate the work of any such entities allotted grants via UNJP;
Facilitate the work of all entities subcontracted by UNJP to deliver programme activities, including entry points into MOI/MOJ; establishment of necessary protocol arrangements; day-to-day coordination of subc
Support the MOI and MOJ in coordinating UNJP activities with other policing and security sector projects or engagements, act as liaison point where necessary, and where required assisting the MOI, MOJ, Judiciary and relevant institutions in strengthening coordination efforts;
Assist the work of MOI, MOJ focal points for UNJP, and relevant MOI/MOJ committees and departments, to arrive at consensus on development and planning priorities related to UNJP, and ensure that ministry planning supports objectives of the programme;
Support and assist MOI and MOJ to identify key actions that selected ministries need to take to enhance project delivery progress, including major joint areas of work with UNJP, as well as related activities undertaken by joint programme stakeholders;
Support UNJP capacity in developing relationships and protocols with other line ministries where relevant to UNJP activities; and
Perform any additional task requested by Programme Manager.

2. Provide effective support to management;

Provide administrative support for the preparation of joint programme technical committee meetings, technical working groups, and facilitation events, including workshops and trainings;
Support UNDP organization of workshops, meetings, and roundtable discussions between MOI and MOJ counterparts and UNJP counterparts for activities related to the programme, in Libya and in Tunis, and enable the cultivation of effective and efficient lines of communication between UNJP and Libyan stakeholders;
Liaise and coordinate with the project assistants, technical experts for the UNDP services to ensure that expected results are delivered in a timely manner.

3. Ensures facilitation of knowledge building and knowledge sharing, as follows;

Assist in conducting risk assessments, political and stakeholder mapping, and assist in developing options to address identified needs of sub-recipients and reinforcing capacities for national counterparts;
Assist in the preparation of progress reports reflecting communication results, lessons learned and dissemination strategy;
Support and assist MOI and MOJ to identify key recommendation/outcomes, actions from organized trainings, periodic workshops for programme activities and technical working groups meetings; and
Sher information/ learning opportunities with the counterparts on time and maximize the capacity building for all with focus on the gender mainstreaming.

Impact of Results:
The key results have an impact on the efficiency of the JP team and on its capacity to manage risk and monitor/evaluate programme activities. Accurate presentation of information strengthens the capacity of the office and promotes the image of UN/UNDP as an effective contributor to the development of the country.

Required Skills and Experience











Education:

Advanced university degree in social sciences, economics, law, international relations or a related field;
Postgraduate qualification in relevant fields desirable but not a requirement

 
Experience:

A minimum of 5 years relevant work experience in the areas of rule of law, and/or the facilitating and monitoring of development projects, preferably in Libya;
Strong experience with demonstrated track record in facilitation and monitoring of development projects, with knowledge of implementing M&E mechanisms a distinct advantage;
Experience and/or familiarity with Libyan rule of law institution, policy, regulations and practices a necessary requirement; and
Extensive experience liaising with and coordinating international development work between the Libyan government and bilateral and multilateral donors.

Language Requirements:
Fluency in Arabic a must and English.
