AREA MANAGER – Tripoli - Handicap International

JOB CONTEXT
 
Handicap International is an independent and impartial international aid organization working in situations of poverty and exclusion, conflict and disaster. Type of contract: FIXED TERM – 6 months subject to extension based on performance, funding availability and continuation of the post
 
GLOBAL OBJECTIVE OF THE POSITION
 
Under the responsibility of the Country Manager, the Area Manager contributes within the area where he/she is based to the implementation of the programme strategy, mandate and the global 10-year strategy of Handicap International. He/she ensures optimal quality and impact of the projects implemented in the area, through a delegation system with appropriate control mechanisms.

Key responsibilities of the position:
 

The Area Manager is responsible for developing and implementing, in the area where he/she is based, the projects as part of the programme’s operational strategy.
Under the guidance of his/ her line management and other relevant departmentshe/she deploys all adequate tools that will allow project monitoring, financial controlling and compliance with HI policies and frameworks (in particular HI Project Monitoring & Evaluation policy), and the respect of contractual obligations towards donors.
Contributes to monitor and analyse context developments in his/her geographical area, in order to identify operational risks and opportunities, and proposes actions to his / her line management.
Coordinate the support services and operations teams in the area on a daily basis to facilitate project implementation.
Support in operational security management within the area of responsibility in collaboration with other internal stakeholders.

 
 
 
RESPONSIBILITIES
 

Management

1.1: Be the manager (direct report) of the Project Manager/s in the area of assignment

Foster a team spirit and team functioning guaranteeing synergies and exchange of good practices between project staff in the area.
Make recommendations on human resources needs of the projects in the area.
Recruit and contribute to the professional development, autonomy and well-being at work of the project manager/s: set formalized individual objectives, ensure coherence between HI’s needs and competencies and motivation of his/her teams, develop and monitor competence development plan, evaluate individual performance, contribute to career evolution.
Acknowledge individual and collective efforts and performance.
Embody and transmit HI values, ensure compliance with the Code of Conduct and other institutional policies, ensure the expected mind set and individual and collective behaviours, and disciplinary measures when necessary.
Ensure good collaboration between project managers and support teams (technical and shared support services), in order to facilitate project implementation in the area; conduct regular project reviews with project managers and relevant departments.
Participate to the Programme Steering Committee conducted by the line manager when relevant.

 

Contribution to the implementation of the Programme’s Operational Strategy and of HI frameworks & regulations

2.1: Contribute to the development of the Programme’s Operational Strategy, and to its implementation and annual monitoring

Contribute to context and sectorial analysis, to the development of the fundraising strategy, to resource sizing, to project monitoring and evaluation.
Contribute to the annual monitoring of the Programme’s Operational Strategy in the area and to the annual operational planning.

 
2.2: Implement the project component of the Programme’s Operational Strategy

Support the recruitment of project staff, develop and monitor their competence development plan, in link with the corresponding professional channels and with the Human Resources department.
Contribute to the design and development of new projects.
In link with the Country Manager and Technical Unit, identify opportunities for local partnerships on technical or strategic priorities in the area.

 
2.3: Ensure the deployment of and compliance with HI global frameworks, institutional policies and standards

Ensure all staff in your area are familiar with HI Mission & Values, and institutional policies including the Safeguarding policies including the Code of Conduct, Security Policy, Project Monitoring and Evaluation and Project Quality Framework, Age-Gender-Disability policy, and all institutional directives and processes as requested by your line manager.

 
2.4: Ensure sound management and monitoring of projects under his/her responsibility

In link with the Technical Unit and the MEAL Unit, ensure that HI technical quality standards are applied in the projects, and monitor the implementation of recommendations from support missions, evaluations and donor audits.
Ensure compliance with project donors’ rules and regulations.
With the support of the Finance and MEAL Units, deploy all adequate tools that will allow financial control and project monitoring, compliance with HI policies and frameworks, and the respect of contractual obligations towards donors: consolidation, control and reporting to the line manager on operational progress and issues.
Support with internal audits (operational, financial and organizational), and ensure the implementation of their recommendations on his/her responsibility area.
Perform regular field visits and keep yourself up to date on all the activities carried out by the project teams in the area of intervention.

 
 
2.5: Support the Country Manager in monitoring the security context of the area

Analyze and monitor the security context under the area of responsibility on a daily basis.
In collaboration with Country Manager, propose recommendations to ensure the safety and security of staff in the area.
Report any incidents directly to the Country Manager.
Develop a network of contacts with security/context staff of other INGOs, represent HI in access, security and safety meetings (at the request of the Country Manager)
Support the Country Manager on exploratory mission assessments, identification of office/guesthouses, and the opening of new areas.
Assist the Country Manager in sensitizing HI national staff to security risks and ensuring the understanding and implementation of security documents.

 

Representation

3.1: Develop external influence of HI (forums, operational & strategic alliances, etc.) and the external representation of the organization (events, media) on his/her responsibilities area

Represent Handicap International within your area of intervention with relevant stakeholders; local, national and international partners and local authorities in order to facilitate the implementation of project activities.
Actively participate in the different coordination fora in your area of intervention when activated (coordination meetings, clusters, working groups in collaboration with relevant team members).
Ensure key outcomes of attended meetings, workshops etc. are recorded and circulated to relevant team members at base and coordination levels.

 
Note that this job description must remain flexible and may evolve according to the project’s needs and to additional tasks or changes as identified by the line manager.
 
As the position is involved in sensitive topics such as security or strategy, he/ she must observe absolute discretion within and outside HI.

REQUIRED PROFILE
 
The successful applicant must meet the following requirements:

At least 5 years of professional experience within humanitarian and/or development sectors
At least 3 years’ experience at coordination level of humanitarian programmes or projects
Proven methodological skills in Project Management
Previous experience in managing large and diverse teams and developing capacities through mentoring, training and effective leadership
Sound knowledge of humanitarian principles
Knowledge of institutional donors and associated obligations
Good stress management and resistance to pressure
Reliable, organized and methodical
Strong sense of responsibilities, ability to practice and promote autonomy
Strong listening and empathy skills
Ability to adapt, manage priorities and be pragmatic
Diplomacy and negotiation skills
Honesty and rigor
Excellent communication skills and ability to convey positioning and values of the organization
Full proficiency in Arabic & English mandatory (oral and written)
