Context: Under the general supervision of the Operations Officer – Movement (Program Manager- VHR) and the direct supervision of the Reintegration & Outreach Officer, the Operations Assistant – Team Leader (Outreach) is responsible for undertaking Migrant Assistance activities in the field with the following duties and responsibilities: Core Functions / Responsibilities: Required Qualifications and Experience Education • Bachelor’s Degree in Political or Social Sciences, Development Studies, Human Rights, International Relations, Law or a related field from an accredited academic institution with three years of relevant professional experience; or Experience • Prior Movement Operations or transportation experience is a strong advantage. 1. In synergy with IOM Libya Units Displacement Tracking Matrix (DTM) and Migrant Resource and Respond Mechanism (MRRM) coordinate planning and performance of outreach activities in migrants’ communities across Libya, to identify migrants interested in IOM Voluntary Humanitarian Return (VHR) assistance;
2. Arrange meetings with Embassies of Third Country Nationals (TCNs), community leaders and migrants to disseminate information on IOM VHR programme and its procedures;
3. Maintain and nurture working relationships with relevant VHR stakeholders, including UN agencies, international and national NGOs;
4. Oversee the work of Outreach staff members, including coordinating, scheduling and monitoring their performance according to set guidelines and procedures of the Outreach Team. Support staff development processes such as providing training, assigning duties and giving feedback to staff members on their performance on a regular basis to ensure high quality work and the accurate completion of activities.
5. Oversee the internal referral pathways, through which monitor the implementation of the work of the Outreach team that reach migrants and link them to relevant Units/services as part of referral pathways;
6. Monitor and manage Community Mobilizers mechanism across Libya, to allow wider reach to the VHR programme;
7. Provide regular feedback on work being accomplished to the Reintegration & Outreach Officer and keep supervisor immediately informed of any issues that arise.
8. Demonstrate an in-depth understanding of relevant Movement Operations SOPs and databases (including MiMOSA and PRISM), as well as the ability to remain professional, impartial and unbiased during all interactions with migrants and colleagues per the IOM Code of Conduct and instruction on the Prevention of Sexual Exploitation and Abuse (PSEA.)
9. Maintain and ensure the confidentiality and integrity of all relevant paperwork in line with standards of conduct and data protection rules. Alert the management of any non-compliance to SOPs or codes of conduct by IOM staff members or partners.
10. Perform such other duties as may be assigned.
• Secondary [high school] education with five years of relevant experience.
• Strong computer skills – Word, Excel and Internet.
• Working knowledge of French is an advantage.
