About Mookmen Organization:
Moomken organization for awareness and media was established on 12/6/2013 and was officially registered at the Ministry of Culture and Society on 6/10/2013. It is one of the civil organizations that work in the field of raising awareness and media as well as report compilation and survey gathering. During the first months from the establishment of Moomken and throughout, our efforts were concentrated towards developing different projects surrounding the issues that we wish to focus on. We later produced the appropriate materials needed to raise awareness for the social segment we wish to work with; with a focus on young men and women enrolled at universities, women and people with special needs, whilst creating a space for volunteers to provide them with a platform through which they carry out relevant and impactful voluntary work.
Background: Currently operational CSOs in Libya lack the skills, knowledge, and network to effectively advocate for human rights and democracy. Many individuals from these organizations are passionate and dedicated but lack a capacity for self-learning and CSOs struggle to find resources that can facilitate growth at a low cost. In This project we will train individuals selected by their organizations in a training-of-trainers model. These representatives will be trained on the platform and how to navigate the curriculum to support the learning of others when they return to their organizations. After training, ToT participants (or local trainers) will train others within their organization with the support of mentors. Organization staff will complete the curriculum, increasing the impact of the project. Participants will assess the challenges and opportunities for human rights advocacy and democracy support in their communities and by contributing to local activities as well as the platform, take ownership of the success of both.
The M&E Officer will report to the Project manager and assist with the implementation of the project activities, M&E plan, including monitoring and capacity building of staff. The ideal candidate will have demonstrated experience in monitoring and evaluation and data collection preferably with expertise in democracy , human’s rights and labor.
Job overview
The Monitoring and Evaluation (M&E) Officer will be part of Strengthening Civic Engagement in Libya project, providing oversight of M&E activities for all activities. The M&E officer will participate in a wide range of project activities at the field level, aimed at tracking the progress and performance of work (e.g. trainning, focus group discussions, posttrainning evaluation and monitoring surveys). S/he is responsible for the overall data collection, monitoring and evaluation of program activities and analysis of reported data to inform project manager.
RESPONSIBILITIES:
Develop and manage Performance Measurement Plans (PMPs) for all project
Regular update of Performance Monitoring Plan and log frames of all project
Coordinate follow up on feedback received through the complaints and feedback systems with program teams;
Assist the program manager in the development and maintenance of the deliverables that required by donor agreements.
In collaboration with the program coordinator and program Manager, modify and develop M&E plans at the outset of the projects and as part of proposal development
Develop and adapt weekly and monthly quantitative and qualitative reporting tools and provide support to field-based staff in their use
Provide regular updates and analysis of data to the project coordinator and managers to assess progress and suggest adaptations of the project.
Respond to queries by donors and partners on number of beneficiaries reached and other quantitative indicators
Participate in the planning of focus group discussions, including question design and beneficiary selection
Conduct spot checks of health and protection field activities, at different stages of the project implementation: meetings with local stakeholders, information sessions, focus group discussions, referrals, during implementation and as needed
Conduct regular visits to project implementation sites to support and build the capacity of the project team in use of M&E tools and ICT tools for monitoring (e.g. tablets) to collect data and analyze findings
Draft and submit reports of activities on a timely basis

JOB REQUIREMENTS:
Bachelor degree in business administration, Economics, Statistics, Computer Science, or related field
2-3 years of experience developing and maintaining M&E systems and tools
Demonstrated experience and capacity in conducting activity data collection and some experience in data analysis
Previous experience in drafting reports
Strong computer literacy, including proficiency in Microsoft Office applications.
Demonstrated experience working with ICT tools to collect and analyze data
Previous experience in mentoring and coaching team members
Excellent interpersonal and problem-solving skills, creativity and flexibility
Clear understanding of democracy, and Human rights and labor.
Fluency in English and Arabic required
