PROJECT COORDINATOR ASSISTANT based in BANI WALID – LIBYA
 
Medicines Sans Frontieres (MSF) is a non-profit international organization providing assistance to populations in distress, victims of natural or man-made disasters and victims of armed conflict. MSF has been in Libya since 2011 and is carrying out activities for migrants in Misrata and Bani Walid.
Workplace: Bani Walid, and surrounding communities.
 
It is a full time position.
 








Main purpose




Provide support to the Project Coordinator in the administrative part of coordination tasks, ensuring a smooth relation with local and national authorities, contributing to the context analysis and follow-up, providing translations and interpreting in order to ensure the smooth running of the project.




 




Accountabilities




 
·        Monitor and report on key issues (security, risk, etc.) to the Project Coordinator and provide support in analysing contextual information, through a sound knowledge of counterparts, in different administrations in order to improve decision making processes.
·        File and update field contacts and correspondence (with other NGOs, UN agencies, local authorities, media, etc) in order to ensure information sources accuracy and its availability on regular basis.
·        Assist the Project Coordinator in the drafting of correspondences with authorities and counterparts (government officials, UN agencies, NGOs, etc.) in order to ensure fluent and accurate communication flows
·        Assist the Project Coordinator in Internal and External Communication sessions and events about MSF (for National staff, the Ministry of Health staff, as well as local authorities) in order to improve awareness and public opinion adhesion.
·        Ensures the continuity of relations with local actors and keeps updated the list of contacts.
·        Organize advocacy contacts and appointments for the Project Coordinator with local authorities and partners to ensure the continuity of relations with local actors and involved counterparts.
·        Execute clerk-related activities as well as prepare and conduct briefings on the project context to new employees in order to facilitate their integration onboard and within the project environment.
·        Translate documents and act as an interpreter when needed
 





MSF Section/Context Specific Accountabilities




·        In coordination with the Outreach Logistics Officer to support the activities in BW.
·        Conducting the outreach activities with the medical team, and collecting and analyzing data of the communities.
·        Collecting data on the serving population of MSF activities in BW.
·        Support any other further in the South upon request of the management or coordination team.
·        Is the focal point in BW and liaise with relevant team members.
·        Coordinate MSF activities in BW in good collaboration with the Misrata team.
·        Establish and maintain professional contacts with relevant authorities, partners and stakeholders to ensure the continuity of relations with local actors.
·        Organize meetings in BW with relevant network and local communities, for the Misrata team during their visits.
·        Translate meetings and documents and act as an interpreter when needed.
·        Keep a complete and updated detailed list of all useful contacts in BW with names, telephones, addresses and other relevant details.
·        Report on key issues (security, risk, etc.) to the Project Coordinator in a timely manner and provide support in analysing contextual information.
·        Carry out the purchases of supply needs in BW according to MSF procedure.
·        Request and scan immediately to Misrata administration manager, properly filled invoices or receipts for all purchase. Ensure the information is translated in English on the document before payment.
·        Forward all original documents involved in the payment process regularly and inform the Administration Manager of any sort of disparity.
·        Managing the administrative and accounting procedures related to purchasing.
·        Follow up the project’s operational HR in BW with administration manager support, in order to maintain good/qualitative level of activity.
·        Provide a monthly accurate activities reports.
 





Requirements:









Education


Desirable, university degree.
 





Experience


Desirable two years previous  experience in  similar jobs in the field of humanitarian aid with MSF or other NGOs




Languages


Mission working language and local language(s) essential.
