Interpeace in Libya
Interpeace undertook its first mission to Libya in September of 2011. In 2012 Interpeace developed a programme aimed at establishing an infrastructure for peace in Libya with a pilot phase in Sebha. By mid-2014, the programme had been able to make significant progress capturing a broad array of perspectives on impediments to peace and opportunities for stability in the South. The 2014 Libyan conflict led to a brief pause in Interpeace’s engagement in the country. In 2015 Interpeace initiated a peacemapping project focusing on the resilience of some Libyan communities.
Lessons learned from the peacemapping initiative formed the foundation for the “Community Resilience and Cohesion: A Bottom-up Approach to Peacebuilding in Libya” project from June 2017 through August 2019. This first phase of the program targeted Eighteen communities across Libya through a series of capacity building workshops on conflict management and analysis, and community facilitation skills for a selected groups of change agents with the goal of strengthening intra- and intercommunity cohesion in the country. The new phase of the project: “Strengthening Local Cohesion in Libya: A Pathway to Lasting Peace” will continue its work on supporting Libyan local communities to build up lasting peace through strengthening their capacities and providing them with the needed tools and technics enabling them to manage internal challenges, build consensus on priority areas with other communities, and connect these processes with the national level dialogue agenda.
Position within the Organization
The Monitoring and Evaluation Assistant is a member of the Program Management Unit, which supports the design, implementation and monitoring of all Interpeace programs around the world. The Program Management Unit is headed by the Unit Director in Geneva. The team members are based in different parts of the world, including Switzerland, Côte d’Ivoire, Kenya, Libya, and Tunisia. The Monitoring and Evaluation Assistant will be under the regular supervision of the Libya Program Manager.
Purpose and General Overview
The Monitoring and Evaluation assistant will provide technical support in monitoring and evaluation to the program team and beneficiaries for the implementation of project activities in Libya. The Monitoring and Evaluation Assistant is a member of the Libya Programe team and will report directly to the Libya Programme Manager.
This post is a local position based in Tripoli and involves a significant amount of travel in the field, including to Interpeace’s Benghazi office and Eastern based communities. Occasional travel to Tunis may also be involved.
The Monitoring and Evaluation Assistant will also demonstrate a commitment to the values and working principles of Interpeace both within the Interpeace team and in the broader local, regional and international community.
Duties and responsibilities
In close collaboration with the Program Manager and Programme Officer, the Monitoring and Evaluation Assistant is responsible for:
Monitoring and Evaluation specific duties and responsibilities

Develops a solid understanding of the program’s overall strategy;
Provides support for basic studies and research within the program;
Collects lessons learned, success stories, positive impacts, achievements, and case studies to be shared internally and externally;
Participates actively in Program Planning;
Supports the implementation of the monitoring and evaluation of programme activities and achievements, based on the programme’s logical framework(s);
Ensures the implementation of the monitoring tools and that programme data of project indicators are collected;
Organizes the logistics and agenda of workshops on monitoring and reporting;
Prepares regular updates on programme progress on key indicators to inform periodic meetings and reviews for project activities;
Ensures correct adherence to all the steps of the implementation of the monitoring and evaluation system: collection of basic data, realization of the qualitative and quantitative population survey, computerization of data sheets and analysis of data, production of reports;
Contributes to the design, collection and analysis of pre-and post-training questionnaires and evaluations;
Contributes to regular monitoring reports focusing on monthly, quarterly and annual results and a comprehensive progress report on indicators and analysis allowing annual adjustment of activities based on performance achieved, the reporting formats, standards and procedures established in collaboration with the Program Officer;

Reporting:

Collects, compiles and consolidates reports from field assistants, trainers and consultants, and program team;
Contributes to regular monitoring reports focusing on monthly, quarterly and annual results and a comprehensive progress report on indicators and analysis allowing annual adjustment of activities based on performance achieved, the reporting formats, standards and procedures established in collaboration with the Program Officer;
Documents lessons learned and good practices during the implementation of program activities;
Builds a bank of photos and success stories for program activities.

The Monitoring and Evaluation Assistant remains flexible and will perform other duties as required for the effective running of the program. She/he will also demonstrate a commitment to the values and working principles of Interpeace both within the Interpeace team and in the broader regional and international community.
Requirements:

A tertiary degree in International Development, International Relations, Political Science, Data Analysis, Public Administration or any related field
Work experience in monitoring and evaluation in a humanitarian setting or project or in a stabilization project, and previous experience with an INGO would be considered an asset
Knowledge of peacebuilding, governance, gender and / or conflict transformation- desirable
Fluent spoken and written English and Arabic
Good command of Microsoft Excel, Word and Outlook – Required
Ability to organize work efficiently and deliver assignments in a timely manner often under time constraints
Ability to work effectively remotely as a team member and with minimal supervision
Position is only open for Libyan Nationals
