Position description:
Site Planning Engineer has the primary responsibility for all maintenance & operation planning activities and will report to Vice President. Planning activities includes the maintenance and outage planning, scheduling activities that includes material requisition, manpower estimation, preventive and corrective maintenance and cost estimation. Shall perform these functions in a computerized maintenance management system GMS. Reviewing for compliance of KPI reports, carrying out studies into scheduling, manning and material flow as needed. Maintain the integrity of the computerized maintenance management system by providing guidance for system administration functions. Develop cost, schedule performance criteria and estimated manpower requirement for job cost analysis. Assist with preparation and implementation of contractor cost tracking for outage and scheme / project related tasks.

Reports to Maintenance SPT.
Key Responsibilities
 

Lead site planning team and monitor their performance and align with achieving company objectives
Prepare the performance KPIs for each year and review progress on quarterly basis.
Prepare consolidated list of audit findings and track the progress accordingly on monthly basis.
Prepare the achievements, challenges and opportunities in presentable formats.
Review backlogs (including plant and field) and evaluate criticality
Prepare consolidated plan thru conducting workshop with other stake holders. Execute the plan accordingly.
Organize meeting daily, weekly and monthly with site management and other stake holders as and when required.
Ensure coordination and alignment amongst production, Operations and maintenance teams for achieving monthly production targets.
Checks maintenance compliance with the support of GMS / CMMS. Highlight gaps of the non-compliance to the Management and action plan for way forward.
Follow up with commercial for critical / nil stock materials ordering / cataloging / delivery etc.
Preparing bedding forecast roll up plan (bi-monthly) for optimum utilization of bedding capacity.
Reviews Barge Programs regularly and ensure to capture all front line activities during barge maintenance campaign.
Highlight / report high risk items identified and update in Risk Management Register, coordinate for ranking the risks, prepares and follows-up short & long term action plan.
Preparation of Business Cases as and when required with proposed mitigation plans.
Advice suitable mitigation measures for continuous improvement and excellence, Identifying lessons learnt and gaps in existing setup within the organization.
Data gathering for issuing work orders / Work request.
Optimize maintenance planning system to ensure efficient use of manpower at each facility.
Develop and maintain a quality review process for data entered into the GMS/ CMMS.
Participate / provide guidance during the optimization of existing GMS/ CMMS system.
Train internal users on the business uses of the GMS/ CMMS.

Minimum Qualification

Completion of Bachelor’s / Diploma degree in Mechanical or Electrical or Chemical Engineering
8 years of progressively responsible planning experience

Minimum Experience & Knowledge & Skills

A minimum of two (2) years of supervisory / management experience is required.
A minimum of six (6) years of experience in Oil & Gas or Petrochemical process plants is required.
Proficient at the use of planning tools such as MS Project & Primavera.
Computer proficiency with MS Office
Ability to gather, compile and analyse data.
Ability to present information both orally and in writing to site or senior management.
Ability to establish and maintain effective working relationship with associates and fellow employees.
Skills in reviewing a development plan including the ability to measure and dimension plans using an engineering scale.
Excellent verbal and written communication skill.
