Protection Officer (Legal Assistance) - The Danish Refugee Council (DRC)




The Protection Officer (Legal Assistance) is responsible for the effective provision of assistance for the purpose of implementing interventions related to legal assistance and consultation for vulnerable and at-risk migrants and refugees. The Protection Officer (Legal Assistance) is expected to serve as the focal point for the delivery of all legal related assistance, including all forms of civil documentation, legal counselling, guidance and materials related to access to legal services and rights.
 
Responsibilities: 
 
• Program
–  Contribute to the planning and implementation of program activities related to provision of services and assistance to vulnerable and at-risk individuals. To this end, support the Protection Team Leader (Mixed Migration) in producing and updating weekly workplans and implementing program activities accordingly.
– Conduct assessment of gaps in the legal needs of migrants and refugees in libya and how this afffects thier rights and access to services making linkages to any legal framework in Libya. This assessment will be the basis of the legal assitance provided by DRC.
– Conduct and regularly update mapping of legal services avaliable to migrants and refugees including details of civil documentation processes and procedures broken down by nationality, legal representation services, and linkages to libyan legal framework.
– As part of the Individual Protection Assistance (IPA) support migrants and refugees in obtaining civil documentation via the official routes including embassies, hospitals and local authorities.
– Disseminate accurate and impartial information to the beneficiaries through individual legal counselling, collective/group events, advisories and leaflets.
– Undertake individual sessions providing legal information and legal counsel as per the established work plan;
– Conduct field visits to identify local NGOs, charity associations, social centres, local institutions providing support to the local population to establish a mapping of existing services.
– Contribute to the establishment and maintenance of a referral pathway for protection and legal assistance, respectful of the confidentiality and consent principle and DRC Standard Operating Procedures.
– Contribute to capacity building of local organizations and community groups on legal matters relevant for beneficiaries
-Conduct any other programatic tasks related to the provision of Legal assistance as instructed by the Protection Team Leader (Mixed Migration) and the Protection Manager (Mixed Migration)
 
 
• Reporting :
– Ensure that quality and accurate reports and supporting documentation on programme activities related to  the provision of protection services and assiatnce including legal assistance, civil documentation, legal counselling and Individual Protection Assistance (IPA) are submitted timely and on a daily basis to the protection team leader (Mixed Migration) and to the MEAL unit for verification aggregation and analysis.
– Update case files on individual developments, following DRC Standard Operating Procedures and ensuring beneficiary’s data are protected.
 
 
• Representation and coordination :
– Develop positive relationships with beneficiaries, local communities, local authorities, humanitarian partners, service providers etc. in order to maintain trust in DRC’s professional standard and quality of work among all stakeholders.
– Ensure that all interactions with individual beneficiaries take place in an environment and in a way that respect and promotes their safety, trust and dignity. Ensure that all interactions with other stakeholders such as community members and service providers are conducted in accordance to the principles of respect, confidentiality and collaboration.
 
 
• Operations: 
– Contribute to the effective implementation of support activities related to the effective implementation of the program, including in terms of logistics, administration, human resources, finance and security. In all matters, comply with internal directive and policies as communicated by the Protection Manager.
– In coordination with the Protection Team Leader (Mixed Migration) and the Protection Manager (Mixed Migration) act as the focal point for the support department regarding the provision and distribution of support related to the provision of legal assistance including by taking and closing cash advances on a regualr basis.
 
 
About you: 
• 2 years of professional experience in the field of Law, as a lawyer or paralegal.
• Previous experience working with international and national NGOs would be an asset
• Knowledge of the protection and humanitarian issues affecting migrants and refugees in Libya.
• Proven capacity to represent the organization to external stakeholders in a professional manner
• High-level of computer literacy and proven capacity to write short activity reports
• Familiarity with international protection and human rights legal standards, with special emphasis on women rights and SGBV.
 
 
We are also expecting: 
• University Degree in the field of law, international law, human rights, refugee studies, development or any other related field
• Advanced university degree would be an asset.
• Fluency in written and spoken English and Arabic.
• Basic knowledge of French an asset

Contract length:  6 months
Designation of Duty Station: Tripoli, Libya
Start Date: ASAP
