Project Summary:
MSI anticipates implementing a Libya Youth Situational Analysis in early 2020. The primary objective of the analysis will be to generate actionable recommendations on the integration of youth development in current and future USAID programming. Through key informant interviews and focus group discussions with a broad-range of educational and training institutions, relevant government officials, and private sector/business leaders, civil society organizations, community and youth leaders, and individuals working with youth and on youth-focused initiatives throughout Libya, the assessment will analyze the strengths, needs and challenges that youth, ages 10-29, face in Libya today, as well as their perspectives on their future. The process will actively engage and promote youth participation as partners in building the knowledge base about the issues that impact them, as well as in implementation of assessment activities.
MSI is seeking qualified candidates to fill the following short-term technical assistance (STTA) position.
Position Summary:
The Libyan Youth Expert should have at least 7 years of relevant program management experience working with international and/or community development programming, preferably focused on initiatives impacting youth in Libya. Experience conducting project evaluations and/or assessments preferred, particularly for youth programming. S/he should have a very strong country contextual understanding of socio-economic, political, geopolitical and security issues impacting youth throughout Libya, including in difficult to access or remote regions, as well as an awareness of the main organizations and players in the youth sector in Libya. The candidate should be a Libyan citizen with strong Arabic and English language speaking and writing skills.
Period of Performance: Late-January – Late-April 2020 (est.)
Level of Effort (LOE): 45-60 days (est.)

Responsibilities:
Serve as MSI’s primary liaison and point of contact in Libya in order to provide any necessary support and assistance on the ground, in close cooperation and coordination with key implementing partners and stakeholders.
Work closely with key implementing partners to ensure effective mechanisms for communication, coordination, oversight and quality assurance/quality control of all data collection, analysis and training activities, in compliance with USAID and MSI requirements and standards of quality, under the supervision and direction of MSI’s Senior Team Leader and Senior Data Analyst.
Provide MSI with ongoing technical expertise and advice on challenges, needs and issues impacting youth throughout Libya for greater contextual awareness and to identify opportunities and approaches that can incorporate youth participation and engagement into activity design, planning and implementation, as may be appropriate.
Work with MSI and key implementing partners to identify and conduct outreach to government stakeholders, local youth organizations or NGOs, educational or vocational institutions, private sector entities and community groups/leaders working on youth initiatives for potential engagement or participation in assessment activities.
Work with the in-country assessment team and implementing partners to apply effective youth engagement approaches based on the PYD methodology to make sure the voice of all Libyan youth (males and females) is heard across this assessment.
Qualifications:
Master’s degree in political science, economics, international development, civil society management, or a related social science preferred, or Bachelors’ degree with comparable relevant experience.
At least 7 years of experience leading or supporting the management and implementation of international or community development projects, preferably with components or initiatives working with or impacting youth in Libya, in areas such as youth engagement and capacity-building, vocational and life skills training, economic livelihoods or entrepreneurship for youth, civic engagement and leadership etc.
Familiarity with political, economic, social, and cultural context and issues impacting youth in Libya required.
Strong communication skills and ability to manage and be flexible in volatile and challenging circumstances.
Ability to travel throughout Libya and to Tunisia, as may be required to monitor activity implementation.
Ability to work independently, as well as effectively as a member of a team.
Strong written and spoken English and Arabic required.
