Background
The Libya Transition Initiative (LTI) 3 aims to strengthen conditions that enable political compromise. The program objectives are to 1) maintain stability in strategic areas; 2) preserve civilian institutions that provide alternatives to military actors; 3) strengthen momentum for moderate-led compromise; and 4) support positive efforts by other local and international stakeholders. LTI aims to achieve these mutually reinforcing objectives through multiple clusters of activities that address complex, unpredictable events with flexibility and speed.
Purpose
The Grants Assistant (GA) plays a support role in ensuring that program activities are implemented rapidly and effectively, in full compliance with projects regulations and policies, and consistently with the client’s operating methodology which emphasizes a hand-in-hand approach to working with local partners. The GA will work in coordination with other team members including the grants specialists, program development officers, procurement specialists, monitoring, evaluation and learning staff, regional program managers, program compliance managers, and finance staff.
Reporting
The Grants Assistant reports to the Grants Specialist.

Responsibilities
- Establish activity files upon tentative approval (“yellow light”) of an activity file. This includes establishing new electronic and physical files according to the activity’s filing structure.
- Assist in the preparation of activity clearance packages by ensuring that all documentation required per the clearance checklist has been saved to the electronic and physical activity files and is included in the clearance package.
- During activity implementation, assist the grants specialist with preparation of payment requests, ensuring all required documentation is included with the payment package and saved in the activity file.
- Assist the grants specialist to monitor activity expenditures by updating activity budget trackers.
- Ensure that grants activities are closed out within required time frames. The grants assistant will take the lead role in preparing grant documentation to ensure all activity files are complete and ready to be closed out in accordance with the activity file checklist.
- Understand the necessary procedures, including documentation compliance requirements, at all stages of the activity cycle.
- Undertake other duties as assigned by supervisor.
Qualifications
- Bachelor’s degree in a relevant field highly desired.
- At least one year of work experience.
- Strong organizational, management, and administrative skills.
- Ability to work in a professional and cordial manner with fellow staff members, visitors, partner institutions including international and local NGOs, governmental entities, support organizations, and the general public.
- Ability to effectively use computer software, including MS Word and Excel.
