Local Project coordinator - United Nations Development Programme (UNDP) in Libya


Despite the deepening political divisions in Libya, UNDP, in partnership with community, government representatives and organizations, have made progress at the local level in stabilizing conflict-affected areas and contributed to improving the lives of the people affected by the conflict. In this context, UNDP is implementing several initiatives, supporting local governments to improve basic services delivery, security, and early economic recovery.

Through the Stabilization to Recovery Transition (START) project UNDP aims to enhance stabilization, resilience and peace in/for the Libyan society by providing livelihoods opportunities through a holistic, comprehensive approach provided by the Triple Nexus (HDP). The project targets for youth and women in particular, including vulnerable host communities and the internally displaced, as well as refugees and migrants living among host communities. This approach will link development with major challenges in the country to prevent a return to conditions that foster violence and extremism. Through the Strengthening Local Capacities for Resilience and Recovery (Korea component) project, UNDP aims to support skills development and employment of youth and women through apprenticeship and vocational training programmes and development of job placement schemes to build more resilient communities in Libya.

For this purpose, UNDP Libya is seeking a Local Coordinator who will provide a range of actions contributing to the design, planning, management, implementation and monitoring of the two projects

Duties and Responsibilities
Summary of key functions:
  • Contribute to the day to day management of the project activities
  • Coordinate with counterparts, implementing partners and other organizations
  • Provide support in ensuring effective implementation of the project activities
  • Assist in ensuring M&E and Result Based Management on the ground

Duties and Responsibilities

The Local Coordinator will be responsible for the planning, coordination, implementation as well monitoring and evaluation of project activities, including timely delivery of results taking into consideration agreed upon workplans.

The project will be implemented in the West, South and East of Libya.

Under the direct supervision of the Project Manager, the Local Coordinator will also be responsible of the following:

  • Provide support in the implementation and coordination of all project activities across the three regions in Libya in accordance with approved work plans;
  • Mobilize personnel, goods and services, training and micro-capital grants to initiate activities, including drafting terms of reference, work specifications and overseeing all contractors’ work;
  • Ensure that the inputs are relevant to the activities, and the activities are relevant to the results and ensure that value for money is observed throughout the project implementation;
  • Undertake project monitoring and assist in the preparation of reports. Ensure timely submission of required written inputs, including progress reports, briefing notes and minutes of meeting, among others;
  • Provide inputs to the revision of annual working plans on quarterly basis.
  • Strengthen the Monitoring Mechanisms of project outputs and regularly analyze the Impact of the Project on local communities through regular engagement with local authorities and targeted communities;
  • Capture lessons learnt during project implementation – a lessons learned log can be used in this regard;
  • Manage and monitor the project risks initially identified and progressively provide management updates. He/she will update the status of these risks by maintaining the project risks log;
  • Provide communication support to the project, and logistical support to project activities and personnel when required;
  • Monitor events as determined in the project monitoring schedule plan, and update the calendar as required;
  • Maintain close coordination with project partners including Libyan and international partners, and help ensuring synergies and avoiding overlaps in project implementation;
  • Provide support to local and international consultants in the implementation of their tasks for the achievement of project results;
  • Promote a knowledge sharing and learning culture among program staff and other implementing partners at all levels;
  • Undertake any other relevant tasks as requested by the Project Manager.

Impact of results:

The key results have a direct impact on the overall successful achievement of the assigned projects. Accurate analysis and presentation of information enhances UNDP country office position as a strong development partner, and facilitates decision-making of the UNDP management.

Required Skills and Experience
Education:

·         Bachelor’s Degree in international development/relations, development studies, project management, economics, public/business administration or other related fields;

 

Experience:

·         Additional qualifications in project management are highly considered;

·         At least five years of experience in the fields of coordination and monitoring of projects and/or economic development projects with an international organization, UN agency or NGO would be desirable;

·         At least five years of progressive experience of working in the fields of livelihoods support, vocational training, business development, grants component and private sector engagement in Libya would be strong assets;

·         Experience liaising with government authorities, other national institutions and NGOs would be considered an advantage;

·         Knowledge of capacity development in a crisis situation.

 

Language Requirements:

Fluency in English required, both written and spoken. Arabic Language is a must
