This project aims to support youth and adolescents to become active agents of change and peace, contributing to the promotion of social cohesion in the city of Sirte, Libya; to reach out to the most vulnerable youth and adolescents. This will be a challenging task that can be achieved through close partnership with community organizations, and reliance on modern engagement tools and communications channels including TV, radio, and social media. The project will use a social network approach and capitalize on existing local structures and initiatives that have proved effective in accessing youth and adolescents and identified change champions for the project. Based on detailed assessments of the current context, and in consultation with Libyan stakeholders, the project aims to achieve two outcomes: Outcome 1: Opportunities created for young men and women, and adolescents to better manage psychosocial stress factors and their vulnerability, and to peacefully participate in resolving socio-economic challenges with other members of the community in Sirte. Outcome 2: Young people are meaningfully involved in local democratic governance processes, and have steered social change in Sirte in ways that foster shared benefits of peace Since September 2018, consultations have been held between UNDP, UNFPA, UNICEF and WFP, under the close supervision of the RCO, to jointly design the project and ensure a collective development of the project proposal. In this context, UNDP Office in Libya is seeking suitable candidates for the position of Project Manager to lead implementation of the joint UN project. Under the overall guidance of UNDP, UNFPA, UNICEF and WFP, the Project Manager will be tasked with overall management of the joint project, ensuring that it produces the expected results set out in the programme document and subsequent annual work plans. S/he will be responsible for coordinating donor and stakeholder engagement on behalf of the joint programme, resource mobilization, work planning, coordination and supervision of implementation activities, and reporting on results achieved. The Project Manager will direct the joint project team in all programme-related activities under their purview. The Project Manager will be responsible for joint project implementation and achievement of results. The Project Manager will provide management of staff and results, leadership and guidance to project support staff and professional experts. Project implementation in line with the objectives of the project and UNDP rules, regulations and procedures are critical to ensure achievement of project outcomes. Practically, the key results to be delivered will support an inclusive constitutional dialogue process. There are significant additional societal impacts to be delivered by the project. After the post-revolution violence young people in Sirte have the opportunity to contribute to the peace development and social cohesion. Sirte continues to play a strategic political and social role in Libya. Recalling the continued proliferation of armed groups and human trafficking in Sirte, there is a critical need to support youth and adolescents at this juncture with skills and opportunities to positively contribute to Sirte communities. This project focuses on the vulnerability and resilience of young people by addressing some of the key sources of vulnerability and promoting the participation of young people in peacebuilding.
