Project Manager - United Nations Development Programme (UNDP) in Libya


After the post-revolution violence young people in Sirte have the opportunity to contribute to the peace development and social cohesion. Sirte continues to play a strategic political and social role in Libya. Recalling the continued proliferation of armed groups and human trafficking in Sirte, there is a critical need to support youth and adolescents at this juncture with skills and opportunities to positively contribute to Sirte communities. This project focuses on the vulnerability and resilience of young people by addressing some of the key sources of vulnerability and promoting the participation of young people in peacebuilding.

This project aims to support youth and adolescents to become active agents of change and peace, contributing to the promotion of social cohesion in the city of Sirte, Libya; to reach out to the most vulnerable youth and adolescents. This will be a challenging task that can be achieved through close partnership with community organizations, and reliance on modern engagement tools and communications channels including TV, radio, and social media. The project will use a social network approach and capitalize on existing local structures and initiatives that have proved effective in accessing youth and adolescents and identified change champions for the project.

Based on detailed assessments of the current context, and in consultation with Libyan stakeholders, the project aims to achieve two outcomes:

Outcome 1: Opportunities created for young men and women, and adolescents to better manage psychosocial stress factors and their vulnerability, and to peacefully participate in resolving socio-economic challenges with other members of the community in Sirte.

Outcome 2: Young people are meaningfully involved in local democratic governance processes, and have steered social change in Sirte in ways that foster shared benefits of peace

Since September 2018, consultations have been held between UNDP, UNFPA, UNICEF and WFP, under the close supervision of the RCO, to jointly design the project and ensure a collective development of the project proposal.

In this context, UNDP Office in Libya is seeking suitable candidates for the position of Project Manager to lead implementation of the joint UN project. Under the overall guidance of UNDP, UNFPA, UNICEF and WFP, the Project Manager will be tasked with overall management of the joint project, ensuring that it produces the expected results set out in the programme document and subsequent annual work plans. S/he will be responsible for coordinating donor and stakeholder engagement on behalf of the joint programme, resource mobilization, work planning, coordination and supervision of implementation activities, and reporting on results achieved. The Project Manager will direct the joint project team in all programme-related activities under their purview.

Duties and Responsibilities

The Project Manager will be responsible for joint project implementation and achievement of results. The Project Manager will provide management of staff and results, leadership and guidance to project support staff and professional experts. The successful candidate will have the following specific responsibilities:

Key responsibilities:

1.       Ensuring effective implementation of the project

2.       Provision of policy advice and strategic technical guidance to project partners

3.       Creation of Strategic Partnerships and Alliance for project implementation

4.       Building knowledge and capacity

Ensures effective implementation of the project, through project planning, management, monitoring and oversight, focusing on achievement of the following results:

  • ·         Provide overall guidance and management support to UNDP/WFP/UNFPA/UNICEF
  • ·         Day-to-day management of the project and coordination with the Agencies facilitators regarding the project activities.
  • ·         Ensure quality control and timely delivery of outputs
  • ·         Accountable for application of UNDP and UN rules and regulations in the management of the project resources, the UNDP assigned funds;
  • ·         Take responsibility to ensure that adequate and skilled staff are recruited to the project in a timely and expeditious manner
  • ·         Organize project coordination mechanisms to ensure coherence and team work among all the segments. Ensure overall team dynamics and take responsibility for service quality
  • ·         Ensure that Monitoring and Evaluation is provided in a time and effective manner
  • ·         Ensure that UNDP recruited staff and project team uphold the highest service delivery standards and ensure that procurement and project contracting are conducted in an ethical manner
  • ·         Brief and consult with UNDP/UNFPA/UNICEF/WFP on project progress and provide information and advice as required.

Ensures provision of policy advice and strategic technical guidance to project partners, focusing on achievement of the following results:

  • ·         Manage the overall strategic direction and provide leadership on local development initiatives agreed as part of project scope;
  • ·         Facilitate learning and experience sharing for all relevant partners, in line with the project document
  • ·         Provide technical guidance to UNDP recruited project staff and ensure technical support to counterparts and partners

Creation of Strategic Partnerships and Alliance for project implementation, particularly:

  • ·         Enhance partnerships with local authorities, local stakeholders, and across UN agencies
  • ·         Coordinate project objectives and activities with local partners, assuring the projects are efficiently integrated with other efforts and to avoid splitting the project into silos.
  • ·         Support to the resource mobilizations activities for the project further growth and expansion
  • ·         Oversee the development of communication strategies with stakeholders taking into account UN Agencies requirements;
  • ·         Follow in-country developments, trends and institutional frameworks and identify implications for advocacy, communication, promotion and fundraising
  • ·         Harmonize reporting and accounting practices of IPs including programme results, budgeting and financial key performance indicators
  • ·         Coordinate activities and exchange information/ideas with relevant stakeholders to ensure conflict sensitivity and peacebuilding analyses are ongoing and integrated where needed.

Building Knowledge and Capacity through results-based management strategies, focusing on achievement of the following results:

  • ·         Document lessons learned and best practices
  • ·         Promote a knowledge sharing and learning culture among program staff and other implementing partners at all levels
  • ·         Support and facilitate Evaluation of the project impact
  • ·         Monitoring and analysis of the project environment, timely readjustments in project implementation, suggest timely readjustments in the project for Agencies concurrence;
  • ·         Provide any other necessary support in coaching, guidance for the project staff that will boost their capacity to deliver results

Perform other relevant duties, as requested by UNDP/WFP/UNICEF/UNFPA in relation to the joint project.

Impact of results:

The key results have an impact on the quality of project management, thus contributing to effective and efficient project implementation and delivery. Project implementation in line with the objectives of the project and UNDP rules, regulations and procedures are critical to ensure achievement of project outcomes. Practically, the key results to be delivered will support an inclusive constitutional dialogue process.  There are significant additional societal impacts to be delivered by the project.

Required Skills and Experience
Education:
  • Master’s degree in International Relations, Political Sciences, Law, Social Sciences, International Development, Economics or related fields.

Experience:

  • At least 7 years’ experience in substantive project management experience, including multi donor project management in a conflict/post-conflict setting is an asset.
  • Working experience in thematic areas of livelihoods, provision of basic services and education sectors, in conflict/post-conflict environments is an asset;
  • Extensive knowledge and experience with the various computer software including MS Word, Excel, Power Point, MS Project.
  • Knowledge of Prince 2, Results Based Management, M&E and other project management tools and methodologies is an asset.

Language Requirments:

 

Fluency in written and spoken English and Arabic.
