Country profile ACTED has been programming in Libya since March 2011. Initially focusing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focusing on supporting the nascent Libyan civil society. ACTED is notably implementing the Civil Initiatives Libya (CIL) program which is providing capacity building and technical assistance to Libyan local actors, mainly Civil Society Organizations (CSOs), Local Authorities and Universities. The overall objective of CIL is to define methods and approaches, adapted to the Libyan context, and improve the resilience of communities and local institutions in time of crisis. Since 2017, ACTED is working in partnership with UNHCR to address the needs of the Internally Displaced Persons (IDPs) and returnees in the post-conflict areas on both Cash Based Interventions and Quick Impact Projects (QIPs) to respond to life-saving needs through small scale community-based projects. Position profile: Position: Protection Project Officer Assignment The Protection Project Officer (PPO) will work closely with the Education Specialist /Project Manager and the Protection Technical Coordinator to ensure the quality and effective implementation of Education and Protection Programming in Derna. The PPO will manage the implementation of the different education and protection activities, as well as supporting in the expansion of ACTED’s Protection Programing as funding is granted. The PPO will work closely with field officers to ensure the activities are successfully implemented on target and all ACTED environments are safe for children and youth to receive the package of services and activities to be organised. This will also require liaising within internal ACTED departments and external service providers for ensuring and monitoring the quality of activities (referrals in particular). The PPO will ensure that the Case Management Officers are providing appropriate child protection case management services, and emergency cases across Derna receive appropriate follow up. The PPO will ensure that teachers, staff and external actors involved in the delivery of activities are capacitated to provide age-appropriate catch-up classes, psychosocial support and recreational activities. The PPO will be responsible for supporting with staff training, reporting, logistics, human resources, finance, AME and ACTED’s compliance (FLATS) procedures, creating synergies with parallel internal protection and education programming, and will be expected to provide technical input into child protection within ACTED Libya, and to feed into proposal development and assessments, as required. 1.1. Support the development and preparation of the capacity-building program for teachers.
1.2. Ensure all education and protection activities meet minimum standards and are inclusive for all children, including those who have been marginalised and those with disabilities.
1.3. Support coordination for child protection and education activities at Derna level.
1.4. Support the teachers and PSS facilitators in preparing the work plan and time schedules for implementing activities and achieving targets;
1.5. Support the identification and planning of technical skills and requirements to implement the project as per relevant child protection and education standards.
1.6. Flag any protection-related technical/operational issues to internal ACTED Protection department and direct line manager.
2.1. Develop staff trainings and provide staff with the opportunity to develop as members of the ACTED education/protection team, with support from Protection Coordinator and Project Manager.
2.2. Ensure that relevant guidance is provided to child protection and education staff, receiving technical support from project manager and coordinator.
2.3. Input to and develop future child protection and education proposals and reports.
2.4. Contribute to the continual development of ACTED Libya’s approach to education and child protection.
2.5. Provide technical support to support complex cases under case management component.
2.6. Provide practical field knowledge and technical support to the protection and education staff, Project Manager, and Technical Coordinator.
3.1 Ensure that staff under the direct responsibility understand and are able to perform their everyday roles and responsibilities
3.2 Responsible for the staffing and professional development of child protection and education staff, including assessing their capacity and supporting the PM and technical coordinator in recruitment.
3.3 Ensure a positive working environment and good team dynamics;
3.4 Manage interpersonal conflicts among team members,
3.5 Undertake regular appraisals of relevant staff;
3.6 Identify the training needs of team members and discuss plans with the Program Manager for both internal and external trainings;
3.7 Coach, train, and mentor team members with the aim of strengthening their technical capacity, exchanging knowledge within the protection team.
4.1. Liaise with CP and education partners, at both community level and inter-agency level.
4.2. Follow up with protection referring agencies as and when required.
4.3. Work with ACTED’s internal departments to ensure cross synergies across programming, AMEU duties, logistics department security protocols, compliance and reporting.
5.1. To ensure timely weekly and monthly reports per activity for project management.
5.2. Perform other tasks as requested.
