Background
NRC has been operating in Libya since 2018 with offices in Tripoli and Benghazi. NRC is providing assistance to Libyan IDPs, returnees and host communities in Benghazi and Tripoli with potential expansion to adjacent districts. NRC Libya is working to deliver variety of programming across the following sectors: Shelter, WASH, and Education. In the course of 2019 options for expanding programming to support the migrant and refuge population will be developed.

Key Job Tasks and Responsibilities:The purpose of the assistant position is to assist in the day to day implementation of the Shelter project in Benghazi.Generic responsibilities
- Technical Supervision of Daily Workers and Incentive Labour
- Adhere to NRC policies, tools, handbooks and guidelines as well Government rules and regulations
- Assist with the implementation of the shelter portfolio according to plan of action
- Assist in the preparation and development of technical status reports as required by management
- Ensure proper filing of technical documents in both hard and soft copies
- Ensure that projects target beneficiary sites/units most in need, and explore and assess new and better ways to assist
- Promote and share ideas for technical improvement in relation to both the “hard” and “soft” components of Shelter programming
- Actively participate in capacity building trainings, workshops and seminars organized by NRC.
- Assist in developing work plans for the technical aspects shelter activities
- Ensure that gender and protection mainstreaming are carried out at the field level.
- Collaborate with teams from other CC’s to ensure that project beneficiaries are provided with the full packages of services available through NRC’s programming according to the beneficiaries specific and self-identified needs
Specific responsibilities
- Conduct technical needs assessments, focus group discussions, community meetings, and other community mobilization activities
- In collaboration with Shelter Project Officer/Coordinator, conduct door to door visits to potential beneficiary household sites and correctly fill project related technical forms and questionnaires.
- Explain the BoQs, scope of works, for the beneficiary and the proper usage of the materials
- Supervise and monitor contractor work, works carried out by Daily/Incentive labor and/or repairs done by the beneficiaries themselves
- Produce site level BoQs and BoQ amendments in accordance with NRC Technical minimum standards
- Produce site level Scope of Work in accordance with NRC Technical minimum standards. Document existing condition of site/unit.
- Ensure correct measurements of completion of works according to the plans approved by the Project Coordinator and Shelter Officer – Technical
- Respond to any project beneficiary information requests and complaints in regards to technical aspects of implementation directed by Project Coordinator and M&E unit.
- Report on technical aspects daily activities of Incentive labor and complete documentation in regards to technical performance
- Participate in field level coordination with community stakeholders in areas of project implementation as directed by Shelter Officer – Technical
- Conduct household level M&E activities specifically related to the technical aspects of project implementation
- Support in delivering and distribution of kits to vulnerable families
- Perform any other task relevant to the position as requested by the Project Officer and/or the Project Coordinator.
Qualifications
- Bachelor in Engineering, or related fields of study.
- Experience working as a Shelter Assistant (or Equivalent) in a humanitarian/recovery context.
- Experience in filing out BoQs and Scope of Work documentation.
- Technical certification in construction, or relevant work experience.
- Fluency in spoken and written and Arabic, English
- Basic computer skills, especially in Word, Excel, and CAD.
- No double job.
- Experience: Minimum of 2-3 years’ professional experience in similar positions. INGO experience is an asset.

Contract period : 5 months
