Protection Monitor - ACTED Organization


Background on ACTED:

Since 1993, as an international non-governmental organization, ACTED has been committed to immediate humanitarian relief to support those in urgent need and protect people’s dignity, while co-creating longer term opportunities for sustainable growth and fulfilling people’s potential. Country profile:

ACTED has been programming in Libya since March 2011. Initially focusing on responding to the humanitarian crisis in the wake of the conflict, ACTED set-up offices across the country, providing vital humanitarian assistance to displaced and vulnerable populations. Furthermore, during this period ACTED utilized its assessment and mapping capabilities to help coordinate and provide information for the humanitarian response and reconstruction of the country. Since January 2012, building on the strong networks developed during the emergency response, ACTED started to work on post-conflict projects, particularly focusing on supporting the nascent Libyan civil society. ACTED is notably implementing the Civil Initiatives Libya (CIL) program which is providing capacity building and technical assistance to Libyan local actors, mainly Civil Society Organizations (CSOs), Local Authorities and Universities. The overall objective of CIL is to define methods and approaches, adapted to the Libyan context, and improve the resilience of communities and local institutions in time of crisis.

Since 2017, ACTED is working in partnership with UNHCR to address the needs of the Internally Displaced Persons (IDPs) and returnees in the post-conflict areas on both Cash Based Interventions and Quick Impact Projects (QIPs) to respond to life-saving needs through small scale community-based projects.

Assignment:

Under the direct supervision of the Protection Project Manager and in close collaboration with the Protection Project Officer and International Cash Manager, the Protection Monitor’s primary responsibilities are to support the process of internal ACTED ‘cash for protection’ referrals. This will require a close working relationship between the Benghazi General Protection team and Cash team, as well as frequent liaison with the finance and logistics departments under the guidance of the programmatic project officers, to ensure smooth and immediate protection referrals for vulnerable persons of concern in Benghazi. Tasks will include ensuring strict data protection procedures throughout the ACTED referral system, supporting cash for protection distributions through mainstreaming protection throughout all face-to-face interactions with beneficiaries and awareness raising on ACTED protection activities and protection principles. Other tasks such as performing household level protection monitoring visits in the Benghazi area, as well as support emergency protection assessments may be required.

Functions:

1. Support internal ACTED protection referrals

    • Provide assistance to Program Manager and Officer in the planning, logistics and coordination of internal cash for protection assistance provision.
    • Support with identification of safe and confidential distribution sites for the Cash for Protection component, when household visits are not possible.
    • Coordinate directly with beneficiaries for personal data consolidation, while ensuring strict personal data protection procedures.
    • Coordinate with the Finance Department and Logistics Departments to accelerate and support FLATS procedures.

 

2Mainstream Protection within ACTED individual and collective distributions

  • Directly support assistance distributions under the Cash for Protection project, along with the Protection and Cash Teams.
  • Ensure strict confidentiality and personal data protection during cash, NFI or e-card
  • Spread key protection information and raise awareness about services available (ACTED protection Helpline and protection monitoring) to beneficiaries during distributions and awareness sessions, if required.
  • Ensure that beneficiaries are aware and use the complaints response mechanism (CRM) if needed.

3. Household Level Protection Monitoring (if required)

  • Provide assistance to the Protection Project Officer in the planning, logistics and coordination of protection monitoring visits (car rental if necessary, Lib Aid coordination if necessary, scheduling visits, etc).
  • Conduct household surveys via home visits and via phone (if needed) with households using the provided household level protection monitoring forms.
  • Conduct direct observation exercises for the community level protection environment monitoring.
  • Maintain a database of individual protection monitoring activities on a weekly basis
  • Ensure that data is regularly shared with Data Analysis Team and Protection Project officer for monthly reporting and for the production of monthly protection monitoring reports.
  • Ensure that surveyed households are aware and use the complaints response mechanism (CRM). Work with the CRM focal point to ensure that complaints are referred and followed up appropriately.

4. Other

  • Provide regular and timely updates on progress and challenges to supervisors and other team members.
  • Assist project team members with other activities, as requested by immediate supervisor.
  • Perform any other related activities as assigned by immediate supervisor, such as emergency protection assessments.

Key Performance Indicators:

  • Number of cash for protection distributions/visits conducted
  • Number of direct observation exercises conducted while conducting cash for protection distributions.
  • Protection monitoring data shared on a timely and monthly basis to the rest of the Protection team.

Within the ACTED Protection Department, all staff are expected to support the well-being and safety at all times while performing their regular duties. All Protection staff are bound by the ACTED Global Code of Conduct and the ACTED Child Protection Code of Conduct.

QUALIFICATIONS:

  • Bachelor degree required
  • At least 1 year of field experience in humanitarian work, protection experience strongly preferred
  • Familiarity with the aid system, and ability to understand donor and governmental requirement is preferred
  • Ability to work with culturally diverse groups of people;
  • Ability to travel and work in difficult conditions and under pressure;
  • Highly proficient in written and spoken English and Arabic

Proficient knowledge of Microsoft office (Word, Excel, Powerpoint…)
