Project description The Supporting Sub National Governance in Libya is a UK Conflict, Security and Stability Fund programme implemented by Crown Agents with an expected implementation period of 2019-2021. The programme contributes to the provision of more responsive and inclusive sub-national Government services in Libya that support peacebuilding and reconciliation, by supporting the Presidential Council (PC)/Government of National Accord’s (GNA) efforts to decentralise. The programme methodology combines strategic-level engagement and capacity building; support to key decentralisation-related central ministries; and pilot work in municipalities, which aims to inform the development of the PC/GNA’s decentralisation strategies and improve the delivery of services in the target municipalities.
Tasks of the  M&E Officer With guidance from the international expert team, the M&E Officer is expected to perform the following tasks:

 

 Manage the project’s M&E workplan and reporting rhythm.

–     Collect and manage data, in compliance with the project’s ethical research and data protection policies.

–     Maintain an updated project results framework and Theory of Change tracker (at least quarterly), to inform decisions about how the project should adapt and ensure and timely reporting.

–     Support the M&E Adviser in preparing presentations, workshops, training packages, etc, for project stakeholders

–     Translate documents or interpret, when necessary, in the conduct of above duties.

–     Perform other tasks necessary to support the effective and efficient implementation of the project.

 

Professional experience

 

The necessary qualifications for the position of the M&E Officer are:

 

•       Degree in business studies, administration, international cooperation or equivalent.

•       At least five years’ experience in relevant work related to international cooperation on governance reform or stabilisation.

Other knowledge, additional

competences

 

•       Basic knowledge of M&E concepts and tools

•       Experience with and knowledge of UK aid policies is considered an asset.

•       Fluency in oral and written English and Arabic.

Location Libya-based, including delivery in Tripoli and three additional municipalities (one each in West, South and East Libya, TBC)
