Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the general guidance of the Deputy Chief of Mission (DCoM) and direct supervision of the Migration Health Coordinator, the successful candidate will be responsible and accountable for implementation of the migration health projects including COVID -19 related projects.

S/he will be responsible and accountable for coordinating in the design and implementation of migration health project activities including migration health strategy development, reviewing and updating of the guidelines and resources, coordination with partners, oversight migration health and COVID-2019 related project activities and build capacity of the national partners.

Core Functions / Responsibilities:

1. Plan and implement migration health and COVID-2019 related project activities in cooperation with Ministry of Health and national and international partners.
2. Facilitate national and regional inter-sectoral coordination through support to the Ministry of Health, Border Points Commission, and coordination platforms
3. Support health need assessments in the health facilities, detention centers points of entries (PoEs) and disembarkation points.
4. Develop preparedness plan with stock of supplies – equipment, medical consumables and necessary medicine available at isolation spaces, along with IPC staff ready to respond to any suspected case of COVID-19
5. Support in development and implementation of migration health projects and bring improvement in disease early warning system/s for better response to infectious disease outbreak
6. Contribute to the development of IOM’s IPC and Case Management strategy, in close collaboration with relevant internal colleagues and external partners/stakeholders.
7. Develop resources and tools, such as guidelines, standard operating procedures, and checklists, to support the implementation of IPC and case management activities
8. Work alongside the field teams to develop plans to strengthen infection prevention and control and case management efforts at supported health facilities and DC and DPs.
9. Ensure adherence to procedures for infection prevention and control, including standard and transmission-based precautions
10. Identify and design relevant activities to support high-risk and vulnerable groups, ensuring alignment with Migration Health Department team members and targeted health facilities.
11. Building the capacity of health care workers and other actors on IPC and Case Management, building on existing models and recent guidelines, and emerging information on COVID-19.
12. Provide ‎weekly progress updates, and prepare weekly and monthly COVID related activity reports.
13. Closely monitor the occurrence of disease outbreaks especially TB, HIV, Malaria, COVID-2019 arrange and coordinate for any health field assessment in the municipalities as required by the supervisors, identify the needs for referral, collect relevant data and prepare the corresponding assessment report.
14. Undertake any other duties that may be assigned from time to time, which are related to the position.

Required Qualifications and Experience

Education

• Master’s degree in Public Health, community Health, Health Policy & Management, Epidemiology or related field from an accredited academic institution with minimum of two years of experience; or
• University degree in medicine with minimum of 4 years of experience

Experience

• Minimum of six-year experience in the domain of global public health and migration health related issues, including in the context of humanitarian situations;
• Experience in project development and management would be an added advantage;

Skills

• Proven skills in coordinating multidisciplinary teams and establishing and maintaining working relations with senior government officials, UN agencies, NGOs and Donors, including familiarity with the humanitarian cluster system;
• Demonstrated ability to identify, approach, and coordinate with stakeholders of diverse backgrounds and levels of expertise;
• Demonstrated ability to supervise and direct staff and create team oriented environment;
• Demonstrated ability and willingness to travel and work in difficult areas/situations; and drive for results;
• Strong level of analytical skills and computer literacy

Languages

• Fluency in English and Arabic is required
• Working knowledge of French and/or Spanish is an advantage
