GVC in Libya
Sectors of Intervention:
GVC has been operating in Libya since 2018 through the implementation of the following intervention sectors:
- Humanitarian Aid for host, displaced, migrant and refugee populations through projects promoting access to water, sanitation and hygiene (WASH), primary health, etc.
- Capacity building of Civil Society Organizations (CSOs)
- Promoting respect for Human Rights, in connection with the field of humanitarian protection
Location:
GVC has been working in Tripoli. The organization is starting new programs in the West of Tripoli and the South of Libya.
Job description
The National Field coordinator will contribute to represent GVC in Libya and to supervise the implementation of GVC activities in the west of Libya, under the direct management of the Country representative and the technical supervision of the Libya Program Coordinator.
Main tasks and responsibilities
Field Management and Program Support
- Promotes strong linkages and exchange between operations and program teams
- Supports day-to-day management of operations staff based in the field, including Admin/HR, Finance, Supply Chain, and security/access staff
- Coordinate GVC office in Tripoli, ensure the logistics, administrative and financial supervision of activities
- Supports the work of the M&E
- Supervise and coordinate the implementation of field activities in the West of Libya and potential surrounding areas.
- Coordinate the GVC team in the West of Tripoli (6 staff to be confirmed included program and support staff)
Liaison and Representation
- Develop a strong networking with relevant leaders, local and national authorities, INGOs and local associations / CSOs in in order to guarantee the access and smooth implementation of GVC programs in the overall Libya territory, with a focus on the West of Libya.
- Attend and represent GVC in relevant external meetings such as the West Area Coordination Meeting, potential cluster meeting happening in Libya; Commission for Civil Society etc
Programming
- Contributes to the analysis of the political, humanitarian, social and economic developments
- Ensure the high quality of the programs of GVC implemented in the West of Libya
- Closely monitors events in current and potential operational areas (humanitarian situation, politics, and security, etc.) in order to identify additional possible programming areas
- Works closely with Programs Coordinator to identify programming technical needs and support in implementation as appropriate
ESSENTIAL REQUIREMENTS
Qualifications and Knowledge
- High Diploma or University degree.
- Arabic native speaker.
- Computer literate – Basic MS Word, Excel, Power Point, and Project
- Proficient knowledge of spoken and written and English.
Professional experience
- Minimum 5 years of relevant work experience.
- INGO working experience in Libya
Personal skills
- Good time-management and organizational skills.
- Team player.
- Good interpersonal skills including ability to gain trust, build relationships and promote team spirit.
