About the job :

The WASH Team Leader will work within Tripoli area. The Team Leader ensures that all activities implemented in the sites or collective shelter under DRC management in Tripoli are carried out to a high standard and, if necessary, proposes adjustment or improvements to guarantee a high standard. S/he will be also in charge in reviewing developed scope of works, bill of quantities for all construction activities. S/he will develop HP guidelines, approaches, planning and strengthen the capacity of his/her team and relevant stakeholders for effective and time bounded implementation with DRC standards.

The WASH TL will also be responsible for any emergency assessments and response with the support of DRC’s senior team regardless any time limitation as per need.

 

Main responsibilities:

Project planning, activity relevance, quality and creation:

  • Under the supervision of the WASH Manager, support and set up the monitoring plan according to logical framework, Activity Progress Updates
  • Propose technical approaches, assist with the financial layout, workforce and logistics for the activities that are to be implemented
  • Collect information and assist in the quality analysis of the activities carried out
  • Ensure that the purpose of the activities meets the requirement for durability and that all established norms and standards are complied with
  • Under the supervision of the WASH manager, propose advices and methodologies on the following topics:
  • Baseline and end line, KAP survey, PDM, Rapid Assessment, Gender Analysis and any relevant tools
  • Engineering documents ,construction specifications, plans, bill of quantities and schedules;
  • Monitoring and evaluation plan and tools for Hygiene Promotion
  • Hygiene Promotion methodologies and guideline
  • Adopt the different information-education-communication (IEC) and behavioral change communication (BCC) materials
  • Preparation of weekly and monthly work plans
  • Plan and organize NFI distributions together with the SMS and Protection team

Project implementation and operational monitoring:

  • Provide technical support and solutions on difficulties of Construction or HP activities to his/her team
  • Implement activities in accordance with DRC technical requirements and financial donor criteria
  • Ensure that the activities for which s/he is responsible reach the required results
  • Scheduling material and equipment purchases and deliveries to the sites;
  • Daily update and management of data-gathering and tracking tools used to monitor the project;
  • Work with DRC logistics department to ensure that construction materials are delivered on time and according to needs;
  • Plan and supervise the implementation of the Construction and HP activities, in accordance with the deadlines and technical specificities that have been set
  • With the support of the senior WASH Team, organize and facilitate the WASH assessments at community level including public schools and health facilities
  • Adhere to, measure and monitor activity and result indicators
  • Pre-empt any difficulties linked to carrying out the activities and facilitate problem solving
  • Propose that activities are adapted as the context and indicators change
  • Community mobilization ensuring “Accountability in WASH” at every stage of the project, satisfying the needs of the beneficiaries
  • Establish safety and security measures for each activity and ensure that these rules are respected by the workforce under his/ her supervision and by the population
  • Ensure compliance with national and international norms and quality standards relating to his/her activities
  • Work with the WASH manager contribute to developing budgets relative to his/her program and monitor expenses and budget forecasts
  • Perform all other tasks and responsibilities assigned by WASH Manager for the benefit of DRC

 

Capacity Building:

  • Identify and pass on team training needs, activities, etc.
  • Prepare training modules and schedules
  • Identify and propose capacity building initiatives for his/her team
  • Conduct trainings and capacity building initiatives regarding Construction/Maintenance Activities and Hygiene Promotion for staff, beneficiaries and different stakeholders

Human Resources Management:

  • Always work towards promotion of DRC principles and humanitarian values in the communities
  • Prepare a list of personnel, material and financial resources with the WASH Manager according to the set schedule
  • Supervise his/her team in the field
  • Insure that all the staff are abiding by DRC Code of Conduct and the humanitarian principles
  • Ensure that all the staff are aware about the different cross cutting component (DRR, gender, accountability, protection)
  • Support the WASH Manager in solving problems between team members, or between teams and partners, communities and beneficiaries
  • Assist in the performance reviews of those staff s/he supervises directly
  • Put security measures in place during the implementation of activities and ensure compliance with these rules by staff under his/her supervision

Reporting, Coordination and representation:

  • Develop and maintain good relationships and lines of communication with relevant local authorities and communities for smooth, efficient and effective implementation of the activities, prior to intervention explaining DRC’s role as an NGO and liaising with them during all phases of the project
  • Pass on to the relevant person any information on the security context, or any event that may have potential consequences on DRC activities and team security
  • Write up reports on the progress of activities for which s/he is responsible
  • Report to his/her line manager on a daily basis concerning all programmatic and personnel issues
  • Provide a weekly Situation Report to his/her line manager
  • Archive his/her monitoring tools and files in the DRC office, where they can be accessed by the WASH Manager
  • Facilitate communication between DRC and communities, authorities, beneficiaries and other parties in the area
  • Provide oral and written translation for the coordination team during meetings or site visits
  • Write up handover and transition reports before the end of his/her employment contract, and pass these on to those parties concerned on the mission

 

About you :

  • At least 3 years proven experiences in Hygiene Promotion and similar role in WASH, development and/or humanitarian sector is an advantage;
  • At least three years’ experience in managing team and field staff;
  • Experience working on construction and engineering projects is an asset
  • Knowledge in using AutoCAD, Microsoft Office (Excel, Power Point, Word);
  • The ability to think methodically and to manage projects using strong problem-solving skills;
  • Ability to work to deadlines and within budgets;
  • The ability to take the initiative and work independently as well work as a team player – supporting other departments is essential
  • Excellent interpersonal and communication skills;
  • Flexibility and capacity of adaptation to a changing working environment;
  • Willingness to work in a challenging environment with limited resources; it is highlighted that that candidates is expected to be willing to work in a Covid-19 response environment.
  • Experience conducting monitoring, evaluation and reporting of distribution and/or NFI and/or shelter and/or WASH programming is an advantage;
  • Experience working on projects funded UNHCR, IOM, UNICEF and ECHO is an advantage.
  • Experience with digital data gathering platforms and tools (such as Kobo), including design of formats and evaluation of data;
  • Experience in administration and logistics an advantage;
  • Must be willing to work during Friday’s and Holidays if requested.
  • Commitment to DRC’s overall aims and policies and experience of promoting gender equity and ensuring vulnerable people’s needs are met. Experience working with an NGO in an emergency response setting is an advantage;

 

 Moreover, we also expect the following: 

  • Qualification in relevant field (,Public Health Civil Engineering, Environmental Engineering)
  • Fluency in written and spoken Arabic and English
  • Basic knowledge of French is an asset
