Job Description
The Safety Officer is responsible for provide regular updates to the Field Coordinator (FCO) and/or the Country Representative on safety issues which might affect the safety of Action Against Hunger (AAH) staff, equipment and premises. Also, Coordinate & follow-up with relevant government departments, law enforcement agencies, communities, tribal leaders and others regarding safety issues or incidents.
OBJECTIVE 1 : INFORMATION MANAGEMENT
- Collect information related to the safety situation which is relevant to ensuring the safety of AAH staff and premises in the area/s of intervention.
- Create, expand and maintain an information network for the purpose of ensuring AAH’s safety
- Translate safety-related documents from Arabic to English and vice-versa.
- Compile regular briefs (daily or weekly) with news related to the area
- Conduct safety assessments (including road & access) in areas where AAH is implementing the projects (prior to implementation or during the implementation period), to assess any possible risks to AAH in the area
- Conduct safety assessments of areas prior to AAH staff movements to those areas, to ensure the safety of national and expat staff
- Under supervision of the Access & SAFETY Coordinator and the Field Coordinator or Country Representative, disseminate relevant safety advice to staff
- Keep the contact list updated
Objective 2 : Safety
- Contribute to ensuring that AAH safety rules (for premises, vehicles and in the field) are followed by all staff during working time and use of AAH premises / facilities
- Assist the ASCO to supervise follow-up the daily movement of field staff
- Ensure safety equipment (first aid kits, firefighting equipment etc.) is available to AAH staff and well-maintained, in collaboration with logistics department
- Make recommendations to the ASCO on safety measures that need to be taken around AAH premises or in the field.
- Provide input to the updating of the safety plan and other safety documents
Objective 3 : Liaison and Coordination
- Support the Base Support manager, the Field Coordinator and/or Country Representative when requested, to establish good relationships with governorate, district authorities, communities and tribal leaders in order to allow AAH operations to proceed smoothly
- Create, expand and maintain a liaison network
- Conduct awareness sessions for communities on the AAH Charter and activities when requested by the FCO (based on request from program teams)
- Under supervision of the Field Coordinator or Country Representative, coordinate with relevant government departments, law enforcement agencies, communities, tribal leaders, etc, in case of any issues related to safety incidents/accidents.
Objective 4 : Reporting
- Contribute to weekly / monthly safety updates/ reports which will be compiled by the Field Coordinator or Country Representative
- Collect and provide information to the ASCO and Field Coordinator or Country Representative for Incident reporting
- Contribute to Safety assessment reports (Field / Premises)
Objective 5 : Team management and Other
- Assist the FCO to Supervise the Guards at the base.
- Participate in safety-related internal and external meetings when requested by the ASCO or the Field Coordinator or Country Representative.
- In absence of the ASCO, assume additional safety-related tasks when assigned to do so by the Field Coordinator or Country Representative.
- Any other tasks assigned by the ASCO and Field Coordinator or Country Representative within the domain of safety and liaison
Job Requirements
Qualifications Degree
- BA degree in relevant field of study in (SAFETY & ACCESS) or Equivalent DIPLOMA
Professional Experience
- Experience in a field position with a Non-Governmental or International Organization;
- Experience in a similar position (liaison and safety) is a strong asset;
General Skills
- Organizational, planning, analytical and critical skills;
- Integrity, honesty, confidentiality
- Overall good attitude and team spirit;
- Self-motivated with the ability to work autonomously in a challenging environment;
- Proven skills in information gathering and report writing
Specialized/Technical Skills
- Good knowledge and understanding of the safety situation and operating context for INGOs in Libya.
- Pre-existing network of contacts to provide information and support on issues which may affect INGO safety
Managerial Skills
- Good communication and negotiation skills; ability to communicate with diverse individuals and institutions
Language Skills
- Fluent in Arabic and good command of English (both writing/reading and speaking)
IT Skills
- Competency in Internet and Microsoft Office applications (Outlook, Excel and Word)
