General Information
The organisation
Première Urgence Internationale (PUI) is a non-governmental, non-profit, non-political and non-religious international aid organization. Our teams are committed to supporting civilians’ victims of marginalization and exclusion, or hit by natural disasters, wars and economic collapses, by answering their fundamental needs. Our aim is to provide emergency relief to uprooted people in order to help them recover their dignity and regain self-sufficiency.


The association leads, on average, 190 projects each year in the following sectors of intervention: food security, health, nutrition, construction and rehabilitation of infrastructures, water, sanitation, hygiene and economic recovery. PUI is providing assistance to around 5 million people in 21 countries – in Africa, Asia, Middle East, Eastern Europe and France.

PUI has been implementing three Mobile Health Teams providing primary health care and psychosocial support in Benghazi city and performed rehabilitation and restoration of 1 health care clinic. PUI is now scaling up its intervention with the deployment of a new MHT in Great Benghazi. In addition, PUI is starting to intervene in Migrant’s Detention Centers where Rehabilitation (WASH) and health activities will be implemented. Finally, PUI planned 10 small rehabilitation projects in Benghazi area in 2018. PUI will also start an exploratory mission (multi sectorial assessment) in Al Kufrah in July 2018

Job Description
Overall objective
The EMPM will participate to the implementation of an integrated Exploratory Mission projects within Al Kufrah, South East Libya.
The EMPM major objectives are to properly achieve the following tasks:
 lead the technical aspects (but Health) of the assessment
 contribute to identifythe humanitarian needs and relatedgaps in the area
 contribute to the elaboration of exploratory reports and potentiel project proposal/Concept Note
 contribute to the partnership framing process with the local NGOs or local authorities operating in Al Kufrah
Tasks and Responsibilities
1. Programs: S/he will contributes to the overall success of Exploratory Mission in Al Kufrah by focusing on the multisectorial assessment data compilation, analysis and reporting
2. Representation / Safety & Security: Upon request from his/her supervisors, s/he will represent the organization to local partners, authorities and stakeholders in relation to the scope of the Exploratory Mission project.
3. Logistics / Administration: S/he will follow PUI rules and regulations regarding logistic (procurement, asset, car movement…) and financial process (payment, invoices…)
4. Capitalization / Assessment report: present the findings of the exploratory mission in an assessment report with the objective to quickly start relevant activities
5. Development of proposals: based on assessment report, contributes to concept note & proposal drafts to submit to donors
Specific Goals and Related Activities
1. Programs: Information collection and sharing
 Participate in the definition and development of guidelines and methodologies for assessments reports;
 Participate in the assessment running: data collection, organization of Focus Group Discussion & Key Informant Interviews…
 Organize and file all project documentation properly and to keep them accessible to Supervisors
 Proactively coordinate and work with other actors on the ground;
 Collect relevant information about stakeholder presence per sector (stakeholder mapping…)
 Develop understanding of the local situation (beneficiaries, needs, political context, and strategy of intervention…)
2. Capitalization / Assessment report
 Drafting of a summarized, action oriented, needs’ assessment report
 Identification of humanitarian sectorial and geographical gaps in the humanitarian response and potential opportunities for PUI to design an added value intervention
 Develop comprehensive support documents for activities implementation after the Exploratory Mission
 Draft a first list of local contacts and platforms to follow-up (stakeholder mapping)
 Design the outlines of an emergency response, with a specific focus on Health, Wash and RRM Program, including rapid multisectorial needs assessments methodologies and information sharing protocols.
3. Representation / Safety & Security
 Ensure proper communication schemes with the different levels of local authorities in coordination with the EMTL
 Follow safety and security rules on-base and transmit all safety and security information to the EMTL.
4. Logistics and Administration
 Led by the EM Log, follow all PUI rules and regulations in regards of procurement and general logistic/financial procedures
 Contribute to the collection of Log/Admin information useful for a future project implementation (Log/Admin Assessment tool)
5. Contribute to the development of new proposals to Donors
 Contribute to assess funding opportunities based on needs identified
 Participate in the elaboration of Concept Note and Project proposal

In General, the Collaborator has to remain flexible and to perform any other duties as required for the good care of patients
NB: This job description may be subject to modifications in the future, depending on the evolution of the activities. These modifications will then be defined and discussed between the Collaborator and PUI

Required Profile
ESSENTIAL DESIRABLE
TRAINING
 Project management  Degree in social science or any field related to Food security, WASH, Shelter or other humanitarian sector
PROFESSIONAL EXPERIENCE
 Humanitarian
 Technical
 2 years of experience in program management in NGOs  Experience in assessing needs / exploratory missions in humanitarian context
 Implementation of a RRM mechanism
KNOWLEDGE AND SKILLS

 Excellent writing skills
 Strong Knowledge in project management
 Excellent data collection / analytical skills  Experience in security & in sensitive areas
 Knowledge of grant management of institutional donors (ECHO, UNHCR…)

LANGUAGES  English + Arabic, both oral and writing  South East Libyan dialects

SOFTWARE  Pack Office
