Water & Habitat Engineer - The International Committee of the Red Cross (ICRC),Libya


The ICRC Delegation in Libya seeks to fill the following position:

Water & Habitat Engineer

The position is based in Misrata

Our successful candidate will have a proven track record in management of construction and engineering projects. They will be able to establish excellent work relations with key interlocutors in various related authorities. They will be passionate about humanitarian work and willing to overcome any obstacles in order to complete the task.

Main Responsibilities:

Contacts and meetings

  • Maintains contacts with interlocutors (water authorities, municipalities, health facility managers, Libyan Red Crescent) at local level and ensures follow-up independently
  • Organises meetings with interlocutors and shares minutes with superiors


Assessment and Planning

  • Contributes to the identification of construction and engineering projects, both independently and as a team member
  • Conducts assessments of public infrastructure, health facilities and other sites as requested, and identifies key concerns, in collaboration with interlocutors and other departments when necessary
  • Analyses the collected information and presents the situation to superiors
  • Proposes actions to address concerns which fit within the Water and Habitat department’s objectives and the Misrata sub-delegation’s priorities
  • Prepares project documents including sketches, drawings, bill of quantities, cost estimations and implementation schedules, based on approved actions.
  • Compiles Project Proposals to present concerns and actions to technical superiors
  • Drafts Memorandums of Understanding for approved projects
  • Contributes to the preparation of tender and contract documents if requested


Implementation and monitoring of projects

  • Supervises material deliveries and assures material quality and paperwork are correct
  • Supervises contractors, sub-contractors and consultants at project sites
  • Regularly and consistently monitors and evaluates project progress
  • Proposes corrective steps when necessary
  • Trains and coaches technical staff & daily labourers regarding emergency water and sanitation responses
  • Participates in the evaluation of the Water and Habitat programme and contributes recommendations


Administrative Management

  • Ensures follow-up of the logistics supply chain (supply requests, contracts, deliveries, quality control, stock management, etc.).
  • Respects the ICRC financial rules in close coordination with Logistics and Admininstration departments and technical superiors.
  • Organizes and maintains the filing of all relevant project documents.


Reporting

  • Produces Field Trip Reports, Assessment Reports, Site Inspections and Works Progress Reports in a timely manner
  • Creates and maintains records in the project database (daily)
  • Contributes to operational reports (weekly) and consolidates input from colleagues
  • Prepares comprehensive technical reports on completed projects (quarterly)


Selection Requirements and Experience:

  • University Degree in a relevant field (ideally Civil or Hydraulic Engineering)
  • 2-4 years’ work experience in a similar field (water and sanitation experience preferred)
  • Strong advocacy skills


Excellent verbal and written communication skills in English and Arabic
Very good computer skills – particulary in the use of AutoCAD, Sketchup, or equivalent software
Awareness of the political, geographical, social and cultural aspects of the assigned environment
Very good analytical and reporting skills
Capacity to apply ICRC rules and procedures
Capacity to treat information confidentially
Respects diversity and enjoys working in a multi-national, multi-ethnic environment
Experience or good knowledge of electro-mechanical engineering is an asset
Good knowledge of project management methodologies is an asset

Official working hours are Sundays to Thursdays 0830 -1730 (one hour lunch break)
