Team Leader - BRITISH COUNCIL

The Team Leader will successfully lead delivery of the Linataawan project in line with the project’s stated objectives and in accordance with the British Council’s standards and requirements.

The Team Leader will serve as the project’s representative and key point of technical contact for the British Council, the client, project delivery partners and all other stakeholders

Contract type: 2 years fixed term local contract
Salary: LYD 6,991.23 per month along with a 13th month salary

Main Accountabilities:

The Team Leader is critical role for the project and represents the project internally to the British Council, externally to partners and stakeholders and leads the Linataawan Technical Committees. S/he will be responsible for creating and maintaining a motivated and dedicated team as well as ensuring effective delivery of the project that complies with the relevant standards.

The Team Leader will have excellent communication skills and will use inter-cultural skills to effectively manage a team located across the region and in the UK. S/he will model exemplary British Council behaviors and will be committed to ensuring that the project is inclusive and sensitive to local delivery contexts.

Strategy Development and Implementation 

  • Providing overall strategic direction to the project in close liaison with the British Council, client, project partners and other relevant stakeholders, including presenting project progress to the Steering Committee and British Council Project Board.
  • Maintaining and updating the project’s approach to conflict sensitive planning ensuring that the project learns and embeds good practice across all activities.
  • Leading on developing a strategy for and delivery of activities under Result Areas 2 and 3 in collaboration with the British Council’s Senior Technical Adviser.
  • Continuous liaison, engagement and relationship management with key project stakeholders, including the client, delivery partners, beneficiary institutions, state and non-state actors and international development partners.
  • Operationalise the work plans for the project. Ensure all members of the project team understand their responsibilities and how they can contribute and that implementation plans align with business planning and contract management timetables
  • Ensure and engage proactively in the development and implementation of all programme, process, and business strategies; role model leadership by: championing ideas for performance improvement within the delivery of the project; keep up to date with priorities and targets whether they be client or internally driven; support colleagues to understand and engage effectively in the successful management and delivery of this training programme
  • Develop and nurture internal relationships across the project team including British Council in Libya, MENA Regional team the UK to ensure strategic objectives are aligned, understood and achieved, and opportunities to influence and contribute to corporate strategies are maximised.
  • Proactively contribute to best practice across the project and wider regional strategy for achieving excellence in delivery, working closely as appropriate across the regional team, the Centre of Excellence in Programme and Project Management
  • Represent the British Council and the Linataawan project externally and internally.
  • Maintaining and regularly updating the project risk management strategy, in coordination with the Senior Project Manager.
  • Ensuring the project is gender sensitive and maximises inclusion across all result areas

 

Team Leadership and Management 

  • Resource management including financial management and Human Resource management ensuring sound financial management, including the application of value for money principles
  • Overseeing the recruitment and performance management of all project staff and consultants (short and long-term).
  • Direct line management of British Council senior management team members
  • Ensuring effective skills transfer and capacity building through mentoring and coaching of project staff
  • Provide leadership, capacity building and project management to wider team, ensuring excellent standards and practise in contract, project, delivery and business management processes
  • Ensure high levels of professionalism are demonstrated in the delivery team and customer/ client needs and perspectives are reflected in the behaviours and focus of the teams

 

Monitoring, evaluation, learning and reporting

  • Leading and coordinating the implementation, quality assurance, monitoring and reporting (both technical and financial reports) of all project activities as foreseen in the Description of Action and logical framework, including annual reports.
  • Ensuring the capture and dissemination of lesson/stories/case studies, as part of the wider monitoring, communications and visibility effort.
  • Proactively share best practice and learning across the wider organisation
  • Actively contribute to the region being recognised as a centre of excellence in programme and project management.
  • Leading the development all annual reports, where needed adjusting activity on the basis of extensive stakeholder engagement, political economy and needs analysis.
  • Oversight of project monitoring and evaluation systems and processes, in collaboration with the Monitoring, Evaluation and Learning Manager

 

Professional Networking

  • Develop diverse professional networks which support the British Council to understand best practice in programme and project management and develop new approaches and partnerships which increase the impact of the function
  • Develop relationships with the wider global network of individuals involved in programme/project management to share information and ensure E&S is aligned with organisational strategy and agendas

About You: 
We are looking for someone with:

  • The existing right to live and work in Libya
  • Language proficiency in English
  • First Degree, preferably in public policy, political or social science, public administration, development studies or in another relevant area (e.g. economics, sociology, law, public health etc)
  • At least 10 years’ proven strategic, advisory, and team leadership experience in civil society strengthening.
  • Experience of successful delivery of complex multi-annual donor funded governance projects in Libya or comparable contexts.
  • Strong awareness of the role of political economy for informing programming decisions
  • Previous financial management responsibility for annual budgets in excess of £1m
  • Powerful communicator, influencer and advocate, with advanced skills in communicating complex issues in simple and concise language for multiple audiences, including government, media, civil society, the business community and international agencies.
