Job summary
The primary The primary function of the Monitoring and Evaluation (M&E) Officer is to assist the Monitoring and Evaluation Manager in implementing assessments and surveys, as well as in providing supervision for daily monitoring data to ensure donor requirements are met and International Medical Corps standards upheld. The Monitoring and Evaluation Officer will collaborate with Program Managers to ensure that grant procedures, performance monitoring and results reporting are effectively implemented. Supported by the M&E Manager, s/he will have responsibility for implementing research efforts, documenting project impacts, and collaborating with field-based M&E staff.



The M&E Officer will travel frequently to field sites for implementation of M&E activities.



Responsibilities &Tasks:
Supervision of Data Entry Clerks (any temporary)

Regularly update monitoring systems to ensure they meet donor requirements and that performance results can be used for continuous
Strengthen staff capacity in qualitative and quantitative monitoring and evaluation tools through comprehensive staff training and
Ensure that the program gathers, maintains and reports upon quality and verifiable data using valid and appropriate qualitative and quantitative
Establish and manage a database to track progress towards meeting project goals and
Address shortfalls in monitoring, evaluation and information management that affect program implementation


Grant/Reports Management
Conduct project site visits to provide hands-on training to field staff on how to capture and organize information for accurate documentation and
Assist the program implementation team in timely and accurate reporting to
Coordinate with a variety of teams, Finance, and Program Managers to ensure that reports are timely, of high quality, and responsive to The focus of this function will be national team capacity building through coaching in report writing and quality control of final written products.


The applicant must have the following qualification:
Postgraduate degree in development studies, research methods, statistics, social sciences, measurement and evaluation, project planning and management or other relevant field
3 years of active M&E work experience in emergency programming required; ideal candidate will have both theoretical and practical background in M&E and skilled in qualitative and quantitative M&E methodologies and
Experience training staff on monitoring and evaluation tools and
Familiarity and experience with sectors including health, particularly primary health care and reproductive
Knowledge of and experience in program implementation and Experience in program design preferred.


Excellent verbal and written communication skills required, with demonstrated experience in writing internal and donor Revised March 2009 2
Excellent computer skills, including experience with: Excel,
Demonstrated understanding of intermediate statistics and the ability to summarize, generalize, and make predictions from large data
Ability to conceptualize, plan and implement program activities creatively, as well as possess the ability to analyze data and utilize lessons learned for the continuous improvement of program implementation and to promote a culture of
