Local Energy Accounting and Customer Processes Advisor

A. PURPOSE

The Pragma Corporation is implementing the multiyear Libya Public Financial Management (LPFM) Task Order issued under the Public Financial Management (PFM) II IDIQ.  Component 2 of the LPFM project provides technical assistance to the Libya Electricity Sector and the General Electricity Company of Libya (GECOL) in the implantation of initiatives identified in the GECOL develop Road Map to electricity sector reforms.  These initiatives are: 

  1. Assist Task Force Develop and Advocate Electricity Law
  2. Reduce GECOL’s Commercial Losses and Enhance its Revenue.
    1. Dynamically Reduce Commercial Losses
    2. Gradually Increase Electricity Tariffs
    3. Develop nonelectric revenues.
  3. Establish Independent Regulator
  4. Restructure/Unbundle GECOL
  5. Realign GECOL’s Workforce 
  6. Improve Private Sector Participation in Electricity Sector
  7. Improve and Expand GECOL’s Energy Conservation and Demand Side Management Measures 

In addition to the above activities, LPFM has been recently tasked to undertake demand driven activities in the electricity sector to restore generation capacity that is not available because of lack of maintenance and is leading a multi donor team which includes the World Bank, UNEP, UNSMIL, and the UN, to assist GECOL in restoring downed generation.

The role described in this position description is for the replacement of a recently vacated position that is included in the Y2 workplan.    We propose to fill the vacant position by a local strategic implementation advisor who would focus on activities related to customer billing, payment and collections; business and technology processes associated with metering, billing and energy accounting; and general transmission, and distribution work order processes related to new customer set-up and customer account management.

B. Project

The purpose of this role is to facilitate and ensure the reduction of commercial losses, and dramatically improve collected revenues, and enhance GECOL’s customer and energy accounting processes.

C. Specific Activities

The Local Energy Accounting and Customer Process Advisor will work with the General Electricity Company of Libya (GECOL), the Ministry of Planning, the Presidency Council, the GECOL General Assembly, and other GOL institutions as required on the following scope:

  1. The Energy Accounting and Customer Processes Adviser will support the Task Force in providing analysis and input for the Task Force to make informed, best practices-based decisions guiding the implementation of the electricity sector reform road map and the transformation of the sector.
  2. Develop detailed plans for the implementation of revised Customer Set-up and Work Order processes, revised billing and  collections processes, and new energy accounting procedures.
  3. Maintain and Support the use of the Commercial Losses Dashboard, a Microsoft Power BI application used in managing GECOL customer billing and revenue collections.
  4. Procure and compile monthly statistics from appropriate GECOL personnel on energy demand, load shedding, GECOL energy exports and imports, electric system reliability KPIs such as Customer Average Interruption Duration Index (CAIDI), and generation station outage status
  5. The position may require the adviser to frequently travel to Tunis to meet with the team of electricity sector advisors based there and for workshops conducted in Tunis.
  6. Other activities and deliverables as assigned from time to time by the team leader in support of the Task Force and in support of the other activities in the program.
  7. Provide input to monthly progress and status of activities reports for the Task Force, the Technical Committee, and the Tunis-based team.
  8. Planning and implementation of capacity building activities (workshops, Webex, video conferencing) for component activities as needed.
  9. Submit weekly reports to the project team leader.
  10. Other tasks and duties as may be reasonably requested.

D. Position Requirements

  • Prior work experience in the Libya electricity sector: Preferred .
  • Strong experience with and understanding of the makeup, challenges, and aspirations of Libya’s electricity and energy sector.
  • Broad knowledge of utility customer relationship management platforms, and analytical tools use for electric load analysis and forecasting desired. 
  • Deep knowledge of utility meter to billing processes, transmission and distribution energy accounting, electric revenue accounting
  • General Knowledge of Utility Metering, Automated Metering Infrastructure, and Customer Prepay metering systems desired.
  • Proficiency in the use of business software such as Microsoft Office
  • Expert knowledge of MS Excel, i.e., use of statistical and logical argument functions
  • Proficient in Data setup and analytics using Power Pivot, and Pivot tables
  • Expert knowledge of Microsoft Power BI
  • Proficient in SQL, M, and DAX
  • Knowledge R or Python
  • Proficient with Access data base
  • General knowledge of database and data table design
  • Expertise in data cleansing and parameter reconciliation processes
  • Native Arabic speaker; proficient in English.
  • Able to handle multiple tasks simultaneously.

E. Educational requirements

  • Undergraduate degree in Electrical Engineering, Computer Science, or Data Science required
  • Advanced engineering or related degree desired.

F. Deliverables

Schedule and conduct  workshops on the use of customer energy accounting, process analytics and relevant business intelligence to reduce GECOL commercial losses.

Maintain and support the existing Microsoft Power BI Commercial Losses Dashboard application

Provide operational support and business process guidance to the GECOL Regional and Headquarters Customer Services Staff.

Compile and report on GECOL Production and Imports, monthly System Peak Demand, native generation and imports available at time of monthly system peak demand, and monthly generation unit status

Compile and Report on Customer Average Interruption Duration Index, Daily estimated peak demand (peak generation + load shed demand), daily peak generation for reporting in the monthly GECOL Atmospheric

Monthly

Support GECOL capacity building plans in support of the project initiatives as needed and agreed upon.

G. Place and Period of Performance

This position is based in Tripoli, Libya at the LPFM project office or at client locations as required by the project.  This is a full-time position for approximately 121 days prior to September 30, 2021 and may be extended as needed subject to approvals and availability of funds.
