Overview
IBTCI is currently seeking a qualified Local Monitoring and Evaluation Specialist for Libya for work under a monitoring and evaluation support services project funded by the United States Agency for International Development. IBTCI’s Monitoring and Evaluation in Tunisia and Libya (METAL) Activity is a multi-year project focusing on the provision of monitoring, evaluation, and learning services across multiple development sectors in Tunisia and Libya.

The Local Monitoring and Evaluation Specialist for Libya will work closely with the METAL Chief of Party and Monitoring and Evaluation Specialist for Libya to provide technical support for monitoring, evaluation, and learning services for USAID/Libya.



This position is based in Tripoli, Libya, reporting to project management in Tunis. It will be administratively managed by Diwan Research in Tripoli.



Responsibilities

Essential Duties/Tasks and Responsibilities:



Verify qualitative/qualitative data collection methods, and other relevant data collection/analysis
Coordinate and conduct data collection activities as
Create reports to USAID as
Oversee field activities and data collection as
Follow up with Field Monitors of monitoring partners in
Work closely with the M&E Specialist in Tunis on a daily
Maintain an information management system


Qualifications
Required Knowledge, Skills and Abilities:


Familiarity with USAID’s objectives, approaches and operations, particularly as they relate to
evaluation methods, especially performance evaluations.

Excellent communication
Ability to travel as
Strong coordination and leadership
Ability to work independently and
Superior writing, English language, interpersonal, and analytical
Native fluency in Arabic is


Minimum Requirements:


Excellent communication
Proven experience working with diverse international teams
Strong experience in social science


At least 3 years of relevant experience, including experience conducting M&E or field
Strong experience in information


Education: Bachelor’s degree in a relevant field.



Working Environment: Work is typically performed in an office environment.



Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.



Travel: Frequent travels to Tunis is required.
